Former Mayor Pat Ahumada Speaks Out on Pet Ownership, United Brownsville, Carlos Marin, La Casa del Nylon

Please afford me the courtesy, by posting today's Herald article regarding Port Isabel's effort to control the over-population of pets by passing ordinances to chip and sterilize pets, along with the following post.

Brownsville has many natural assets that other cites wish they had, but we do not capitalize on these assets as we should. In spite of ourselves, Brownsville grows and many good things happen. I love and care about our city, which is why I was very engaged in trying to build a better city. It was not easy, because when you are steadfast and firm by making the city the agenda, you make enemies for free and for life. But, I knew that I was trying to do what was right and not for a select few. I brought transparency, by introducing the televising of our city meetings, hoping citizens would become better informed.

By bringing transparency and making Brownsville the agenda, it gave me the courage to ask the tough questions. In many instances, this led to exposing the little secrets that benefited only a few. I recall, when a few rebel rousers sounded the Recall alarm and forced the commission to compromise to allow a bond issue referendum that was being blocked and the location of a proposed event center that was heavily debated in the early 1990's. This gave us a library, the street reconstruction program that was sorely needed, and so much more in capital improvements and united our community. This led to many good things, but it took courage to force transparency and it also led to political suicide decisions when developers and others like Imagine Brownsville were confronted with the tough questions. I distinctly recall, when I respectfully inquired from Mr. Fred Rusteberg, while he was on the commission chambers podium, if Imagine Brownsville was for profit or not? While others were going along and would not dare ask, I did knowing they were for profit and found it hard to swallow. You could hear a pin drop, when Mr. Rusterberg admitted and could not believe, I was asking the question. IBC was one of my biggest clients as an appraiser, so you can imagine the decision I was making to be costly to me and my family. I lost a client, but I had no choice, as the commission was eagerly going along with paying $850,000 of taxpayers money to create a defacto government, which I warned against. I lost a client and lost the fight to protect taxpayers, because Atkinson and the others agreed with me privately, but did not have the courage to stand up. However, it did expose Carlos Marin for what he was, which was a missionary for money. Pretending to do good, under the guise of helping our city.

For years, I have been pushing for pet ordinances, with some ordinances already drafted and ready to introduce before I left office, but they never got to the commission. The reason was the lack of support from the public and the anti-Ahumada effort by Troiani, Longoria, Atkinson, Camarillo, and Gowen, which I attribute to envy. They never had anything or very little to introduce, so they opposed everything that was good for Brownsville and were lauded by some. I recall the commission not supporting the Border Wall opposition, even though they said they did. The commission allowed the U.S. Government to take our land along Hope Park without a fight, which killed the proposed downtown $225 million development investment by Florida investors. Killed it! But, like Rick Longoria said, I do not care if it is good for Brownsville, I will vote against anything Pat Ahumada supports and to date, he introduces nothing or very little and he is still on the commission.

My point is that Brownsville has everything, except leadership that allows this gem to fulfil its' potential. The plastic bag ordinance was blocked by Commissioner Camarillo for almost two years, until he was forced to allow it to come to a vote. Our lack of leadership allows other cities to take the lead, when it is Brownsville that should be leading. Today's Herald article highlights Port Isabel's efforts to chip, spay and neuter, by passing ordinances that Brownsville has already drafted, but will not bring to the commission for a hearing and vote. It is like we wish our own failure. Unfortunately thousands of pets are euthanized annually because we will not enact the chip, spay and neuter ordinances that should be enacted asap.

We suffer from a lack of will to lead and we grovel for a drink and a steak dinner to justify looking the other way, while millions are squandered. We are indifferent to the city's needs or best interest. Recently we are witnessing this with the extravagant over-kill price paid for the Nylon Building when this mayor ramrodded the purchase and it sits empty. We are indifferent to the projected cost of $1.7 million dollars per megawatt for an electrical plant we do not need. Where is the transparency, I pushed hard for citizens to be informed. The nepotism laws are circumvented through indirect compadrismo or good old boy system that allows the higher ups to create or set aside positions for the chosen few who cannot survive in the real world.

Brownsville PAWS has had countless meetings to push for pet ordinances, but the city ignores our pleas. The elections are coming up and I hope we make these ordinances an issue. We need elected officials who genuinely support making Brownsville a better pet community, because it says a lot about us. If we are indifferent about the plight of our pets that are abandoned who become road kill needlessly or end up at the shelter to be killed, then how can we expect our elected leaders to protect our best interest in making decisions that impact our lives. If they are indifferent to the thousands of pets killed annually and think Cyclobia has more of a priority than saving lives and controling the pet population, then we deserve what we have. I guarantee, we would spend less on the pet ordinances than we do on Cyclobia and it will be less costly than purchasing the Nylon Building, because it is only ordinances that educates and holds pet owners accountable, which ultimately reduces the cost of operation at the shelter. Think about it...Where is your priority?

For those who care about out city, which leaves Valadez out, you know I am right and that we can do more for our pets by simply passing ordinances that require chipping and completely bans puppy mill operations from people's houses through spay and neutering. Too many pets are scavenging our streets in search of food, a home, and someone to love, while we kill them almost as fast as they arrive at the shelter. Why? When we can do something about this by passing these ordinances that have been drafted. The Health Director Art Rodriguez has promised many times to introduce them, but years have passed and we continue to ask him to do so and he continues to promise, but never does. The last promise was broken when he said the ordinance would be introduced last October and now it will be a year since that promise and no ordinance. Make it an issue during the campaign for the commission. Thank you to like minded souls who want to save pets lives.

Anonymous, I do not care if I am important or not, nor does your venon matter, what matters is that for almost four years nothing has been done to continue to move forward with the pet agenda from where I left it, which was progressive at the time and we are now regressing with the amount of animals being euthanized at our shelter. This is not necessary, nor is it about me, it is about saving pets' lives that can easily be done by passing some very straight forward ordinances to address the over population issue by requiring that all pets be chipped and putting together an ordinance that completely stops the puppy mills operating from their home and selling puppies through the Bargain Book and from their house. Anonymous, I know who I am, what I stand for, what I have accomplished and know that my contributions have made Brownsville better and do not need your approval. It is in the minutes, the Herald archives, and it does not matter, what matters is what are the present elected officials doing to make our city the agenda, buying property at exorbitant rates, micro-managing to hire underlyings of their personal preference, raising utility rates, building power plants that we do not need, and being extravagant with tax-payers monies. What would be interesting to know Anonymous, is what hole you burr yourself in and like cowards or child predators prey on defenseless people. Not only are you a coward, but it is a reflection of how you were brought up, so I can imagine your parents and children being the same. I feel sorry for you who has nothing to contribute, but only likes to spew venom. This is why good competent people will not run for office, because it is people like you and Jerry McHale who hurt our city with your venom.

  8. Backyard breeders and commercial breeders are costing thousands of lives every year to be euthanized at the expense to tax payers because the vicious cycle is allowed to continue year after year.

    In 2011 the kill numbers for 2010 were over seventeen thousand dogs euthanized at our local city owned and operated pound. The numbers continue to increase. You can't really call it a shelter because more animals are killed than saved. Irresponsible owners and breeders create those numbers with apathetic city council perpetuating the cycle.

    When you were Mayor Pat, the donations for BARCC went into the general fund instead of all being used for the shelter specifically. You allowed that. You were in a position to create a specific fund/account and yet, none was created. That left a bad taste in the mouth of those donating specifically to the BARCC facility. Donations decreased.

    You and Art Rodriquez also allowed Edgar free reign over the city owned operated facility, when all he is, is a vendor of services. That would be like me running a business and allowing the guy that supplies my business with paper (just because he happens to be next door) to come over and dictate how I run my operations or that I pay for his electricity so he can operate his business and that he tap into my supplies when his are low. Which is exactly the set up that was created under your time as Mayor. Yes, many dogs and cats have been fixed at that clinic, but how many more could have been fixed with a bit more cooperation by you and your comrades. The BSN clinic has not performed any low cost or free adoptions targeted at Veterans or Senior's. Nor is there a Mobile unit that was part of the original contract as the clinics responsibility to obtain and pay for? Instead the only thing that has happened are consistent price increases for spaying/neutering/chipping.

    Many rifts created during your time as the mayor with the rescue groups being pushed out of the BARCC facility. Our community could have had a small army of willing and able bodies to help from the various rescued groups, but you and Edgar rejected them all.

    I can not say in all honesty you were a positive effect in this area. Not from what I experienced or observed during your time as Mayor. I had voted for you in hope you would bring about positive change, but instead all I experienced were doors slammed with veiled threats for inquiries that were made. You attacked without provocation at every opportunity.

    You made incorrect public accusations that the animal welfare group (THLN) was negatively impacting the animals instead of helping as they claim to do. Merely because you waited until the 11th hour to try and get a Sales Tax on all pet products brought to the Texas House floor and when no one would hear you out as it was the 11th hour and all bills brought to the floor have had teams of people working on them for almost two years leading up that time, but somehow your not getting your way, that was my doing and the group I belonged too.

    All that bad behavior turned so many people off, that not many value your opinion, not really. Including me.

  9. You can fault me all you want, but I had nothing to do with the BARCC budget, the city is run by a city manager who proposes a budget through the finance director and I am only one vote. Instead of criticizing why not recognize all we did with private funds and volunteers, but I guess for you that is hard to recognize. You think you know a lot, but you are clueless. The same argument you raise with BARCC's budget is the same argument raised with the BCVB budget from the hotel sales tax that goes into the general fund. The same happens to the Area Maintenance Fee, which I introduced and passed in the 1990's to help buy and maintain street sweepers, which is now in the General Fund instead of a segregated fund. I can on and on about specific funds that are dumped into the General Fund, but hopefully you will do your homework before you criticize blaming others for something that is beyond their control. I was not elected as King to perform the miracles you want, but I worked the best I could with what I had and can say we did a lot. A lot more than is being done now. You obviously are one of those negative people who prefers to do nothing and an envious person when others try to do something, because out of nothing we got the clinic built when it was only a dream. We got the dog park built and got another park designated for animals, which is called the John Gloor Park that is yet to be completed as proposed, but I am no longer their to see it completed the way it was intended as a dog park. We on our own got to chipping pets to tune of over 10,000 and a similar sum spayed and neutered, which you over look. You are into you, and not into the mission regardless if you like Edgar or me, or not. It is about the mission. We never went around scamming people by getting them to donate to a "no kill" shelter, when you know they are not going to build and maintain a "no kill" shelter. The city is going to have to do this. And, you are probable part of the group that wants the clinic to disappear, but you are entitled to your opinions. Now, leave me alone. Go do your thing and I will do mine, which is about the animals. I encourage others to continue to push for the ordinances. THe THLN is not for the animals as you claim, because again it is not about me, it is about the animals and the State Rep clearly told me they blocked the effort to introduce legislation that I had proposed. What did you propose, do nothing... and that is being done. So, get off your high critical horse and continue to do nothing Teresa.

  10. I am appalled at your negativity Teresa, because we had nothing and you want to take us back to nothing, but without your help we did a lot and continue to do a lot. People like you is what hurts our city.. You prefer to do nothing, nothing, and support people Dr. Wells as chairman of the Animal Advisory Committee who do nothing and do not even hold meetings. Then you have the Dr. Stanfield that would like to shut down the clinic for personal gain, because he too prefers we do nothing. So, blast away, but we know Brownsville is far better off with the pet agenda than it was before I got elected. We reduced the puppy mills, puppy street corner sales to almost none and is still being enforced thanks to my efforts to stop this practice. More pets are vaccinated than ever before and you do not see pets wondering the streets like you did before I got elected. So, blast me all you want and you deserve what you now have on the commission, after all I was not good enough for you, but I am not the one facing the needle to kill me because there is no room at the shelter and their is no hope of anyone from the commission to speak out for that pet that is facing the needle. They had a voice, when I was mayor. They can thank you and people like you for the no voice and no hope. Be proud! According to you, you make it better. You make me sick Teresa with our accusations, not because of me, but because I know the pet agenda was halted and our pets pay the price. Be proud and happy.

Teresa Saldivar, being constantly on the run, I type fast and failed to respond to the obvious point, which is your complaint regarding the segregation of the BARCC or Animal Shelter budget or donations. It is is not in the best interest of the shelter to segregate the BARCC budget as it cannot stand on its' own, like the BCVB or the Area Maintenance Fee can. These are self funded, while the shelter depends on the General Fund to operate. You complain about those who would like to donat to BARCC and their monies went into the General Fund. You foolishly blame me when not one donor came to me and asked what you are saying of me. You are obviously clueless, because if they had, I would have directed them to the Finance Director who would have been happy to create a separate fund with their donation. This has been done before I got elected, when I got elected, and even now that you voted me out, you can specify your donation be segregated for a specific purpose or need. This does not depend on anyone but the donor to specify. I am almost 100% sure you were not the donor, because if you were, you would know this can be done. It has been done, but Wanabe's like you think they know, speak with authority, and try to convince others they know what they are talking about, when in fact are clueless, as you happen to be. As it is today BSN, which is the clinic provides all the medical needs at cost or free to the shelter, when before vets like Stanfield would charge an arm and a leg. This is a huge savings to taxpayers and leverages a slim budget to begin with. And, by the way Wanabe, I did not wait till the 11th hour regarding my proposal to pass legislation to place a quarter cent tax on all pet goods to fund "no kill" shelters in the state of Texas or for educational needs. I proposed this through our legislative representatives who drafted the proposal in plenty of time and it did not get out of committee, THLN opposed the proposal, based on feed back from our legislators. What did you do, besides whine and complain because I proposed something you do not support, or like, or is it because I proposed it? Thank you for letting us all know you support the killing of pets at the shelter, after all you got these people into office and be happy. Do not let my posts unravel you, like you want to believe most do not value my opinions. So, do not fret about my posts. Changing the subject, I was at a party with a bunch of people this evening and the conversation shifted towards the upcoming county judge election, with opinions being heard while I was enjoying the BBQ and then I was asked who I thought we should support for county judge? When I explained how Cascos opposed the weir damn project, all were convinced to vote for Joe Rivera. I

After reading time and time again ahumadas comments I decided to contact cascos directly about the wier, not only did he explain what happened but he mentioned several individuals including the former mayor of matamoros, Eric silva that corroborated the events as to why the wier stalled. Without getting into the details as to what occurred I came to a conclusion that differs from what ahumada asserts. I ask anyone that is really interested in knowing the truth, I ask that you contact john bruziack w pub, al Villarreal former pub board member, pete sepulveda with Cameron county, Eric silva, former mayor of matamoros, Charlie cabler, Brownsville city manager, and cascos.

  18. That is their story to oppose the weir when it was not a county project. That in itself should tell you a lot, because who asked Carlos Cascos, Pete Sepulveda Al Villarreal to get involved. None ever came forward to publicly get involved, but now you are exposing them like the thieves in the night they were interfering to block the weir project. I was even told by the mayor of Matamoros that Cascos personally, along with Pete Sepulveda, Chris Valadez claiming the project was not a good idea. The Tamaulipas governor designated project coordinator, also said Cascos was opposing the weir project. It is interesting to read publicly for the first, which validates what I have been saying that Cascos was interfering in this project, when it was not a county project and he had no business getting involved in this project. The weir is 100% a Brownsville Project. LOL! LOL! Thank you for validating publicly how weasels work to undermine something that they want to take over. Now, how do you explain the governor of Tamaulipas setting up and attending meetings in Mexico city with the Secretary of Canaco (Water) to promote our project? How do you explain, my personal friend the Secretary of Fonais personally taking this project to the President of Mexico Felipe Calderon, in order to get this project moving forward when PUB had not been able to for over 20 years? How do you and the weasel Cascos explain the many high level meetings that got the project designated as a Bi-national project. You and Cascos lose all credibility and expose their efforts to undermine. If you recall the biggest fiasco and problem the $21 million bridge to nowhere had is that they spent all that money and the project was never a bi-national project, which was the same case with the weir until I got involved. To top it off, after their continuous efforts to undermine the project, which caused Mexico to back off, then when I left office, Carlos Cascos went back to reinstate the project, but he had already done to much damage and he was told no. That is when I was told, how miraculously the project now became a great project in Cascos agenda, but again, who asked him to get involved and it was not a county project. Your story does not wash and everyone who considers Cascos for county judge should rethink, because this is a man whose ego comes before our community. I swear everything I have said here by my dead wife, dead daughter, and son to be true and you and Cascos are liars.

I forgot to respond to one point, even Eric Silva told me Cascos was not approving the project and cautioned him not to support the project, which Eric Silva did listen to Cascos, but even then the governor over rode him and we got the project to the bi-national approval, which that in itself was a major milestone and still is. The permits are still good, which is another point that disproves your story telling. If the project is not good, why will PUB not cancel the permits? This project is doable, but Cascos and Pete Sepulveda's damage will have to be undone to get this project back on track. And, another point, some may recall that I did all this at no cost to the city, while the present mayor's partner, Horacio Barrer was being pushed by Cascos and Pete Sepulveda to take over the project, for a cost of a million or two dollars to do what I was doing for free. Of course, I do not need to tell you that when I learned Pete Sepulveda was pushing, I smelled a rat and more money being siphoned from taxpayers. I would not trust Pete Sepulveda, Cascos, nor Valadez who repeatedly stated to me the project would fail, because he knew they were working against it. Makes me sick that these people claim to be working for us, but are nothing but scoundrels pretending to be the good guys.

  20. One thing about lies, it is hard to make them fit what actually happened. If you check back in the PUB minutes and video, you will see the presentation by Horacio Barrera's firm wanting to take over the project for a nominal cost of a million or two dollars, I do not recall at this moment the exact amount. But, do you know why they were pushing Horacio Barrera when I was accomplishing more than anyone had before and I was doing it for free? It was because Al Villarreal, Cascos, Pete Sepulveda, Chris Valadez, and others from our community did not want me to succeed. Also ask yourself, how and why did Horacio Barrera mysteriously appear on the PUB agenda to take over a project that was being worked on by the mayor of Brownsville? Who invited him and why all of a sudden the interest in this project that had been dormant for many years, until I took over the project? Should make you wonder, what self serving interests was being pushed. Ask yourself, not one of them lifted a finger to support the project, but as Anonymous 7:12 pm, has now confirmed, what I already knew-based on what Eric Silva and others in Mexico were saying, these people Anonymous refers to did not support the weir project. This was a huge cost to the citizens of Brownsville. Don't vote for Cascos.. Vote for Joe Rivera. Why would the President of Mexico and the governor of Tamaulipas push to make it a bi-national project, if it did not have potential. It was these idiots who messed up the project. Why should Mexico support a project, when the proposed partner is opposing the project, as it appeared by their interference. They were opposing the mayor of Brownsville who was pushing, makes it awfully hard to get done.

  22. A three sentence commentary warrants another short novel. I fail to understand how Cascos could interfere with a project that was clearly not a county project. With that I agree. So he unilaterally stopped it? All I would ask is that people ask around. The only person that is making the statement that Pat Ahumada is making is Pat Ahumada. So, somehow Cascos convinced all the powers to be in Mexico and the US to stop the project?

In Mexico, County Judge Carlos Cascos is seen as my superior, as projects in Mexico have a different process based on hierarchy, which requires the state to approve before the mayor can even push for a project. Therefore, when Cascos injected himself he was seen as not approving the project, even though I had letters from the state, county, and many other in support of the project. Resolutions dating back before Cascos and I were in office, along with the permit to build on the U.S. side, but like the Bridge to nowhere we failed to officially process the project as a bi-national project based on the protocols. Moving fast forward, Cascos went to Eric Silva with all the negativity that this project was a bad project, even though my predecessors had already spent millions getting the to U.S. Standards approved. This went up the chain in Mexico with Cascos not approving, which affected the outcome and as Bruciak and others can tell you, I did let them know this was happening, but there was nothing we could do to prohibit Cascos from privately opposing the project (throwing rocks and hiding his hand). Now, you do not have to believe me, but if you want we can do the following, I will provide contacts for Jim Barton to verify and validate what I have said privately and publicly that Cascos was blocking the project and if proven true, then he will publish this fact. Providing, you submit your name and contact information via a well established email with your I.P. address to verify you are Anonymous 8:04 a.m., authorizing the publication of your name if he verifies beyond doubt what I say to be true. It is time to put up or shut up and you can tell Cascos this for me, because he knows him along with the others did everything they could for this project to fail, because they did not want me to succeed. Amazing how self serving these individuals are, they think politics is a game and it affects all those we represent. Once Jim has the information and you can call me directly anonymously at 956-572-8172 to verify you have submitted the request knowing this will be published, I will provide the information to Jim. If you know me, I do not bluff and the truth has a way of standing on its own. This is another short novel response to make sure you understand.

  24. Anonymous 4:44 pm, I have certainly moved on and did so, right after the election knowing I gave it my best. What I write about in the past is historical and the basis for our future, which is part of today's debate. No one knows the city and PUB as well as I do or understands the issues as well as I do. No one has worked as hard for the city and PUB as much as I did and in spite of the negativity you push, I got more accomplished than anyone of those that are in today. Therefore, as a citizen who cares about Brownsville, I have the right to defend my record and the right to get involved over issues that will affect my grandchildren, like the Tenaska deal, the nylon building, utility and tax rate increases, the Terminal project being denied over a bicycle lane, passenger train service, etc. You see anonymous, the difference between you and me is that I care about Brownsville, while you are more interested in tearing it down, being indifferent and probably in support of stealing taxpayers money through fraudulent real estate purchases, power plants that do not even make sense for Brownsville and the cost being 70% higher than it should.

  31. You must be willing to provide Jim your standard email address, along with an I.P. address that will be verified upon me proving to Jim that Carlos Cascos worked to block the weir project. This address must match with your past writings. If there is no doubt on what I have posted, you will be exposed. If you are so sure that Cascos did not intervene and try to block the weir project, then you risk nothing.

  33. You are the one who is defending Cascos and reporting what he tells you, not me. I stand by what I say and you cannot discredit the truth. You won't even stand up for him and accept the proposal that will prove I am telling the truth or not. So, go back into the rat hole you came out of. I know what I did with the weir project, which was to get it approved to bi-national status at no cost to PUB and the City and on fast track with the help of Angel Sierra, President Felipe Caderon, Gov Eugenio Hdz, CONAGUA, and others, but with no help from Cascos, Cris Valadez, and others on the U.S. side, because they wanted the project to fail. Thank you for publicly reaffirming that Cascos was interfering with a city project the county had no business getting involved with and no one asked him to. Now, go back to the hole you came out of.
