According to reporting from Borderland Beat, the People's Republic of China currently subsidizes the production and shipping of the raw materials for fentanyl to the Mexican cartels.

The Chinese government's State Taxation Administration offers rebates of 13% for two precursors for fentanyl; NPP and ANPP.

A precursor is simply a substance from which another substance is formed; in this case fentanyl, a drug linked to hundreds of thousands of deaths in the United States.

Two congressmen, Mike Gallagher (R-WI) and Raja Krisnamoorthi (D-IL), chairman and ranking member of the House Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party, have been at the forefront of this finding.
