BROWNSVILLE'S SISTER CITY, CAGAYAN DE ORO, PHILIPPINES HAS FIRST RAIN OF THE SEASON

From the editor:  My wife-to-be, Ana Adiong of Cagayan de Oro, traveled downtown Monday.  She told me the sky looked very dark and she said it was going to rain, something it hadn't done in quite a while.
