Will Frank Morris Cling to Control of the Cameron County Republican Party or Let It Go?

This past fall we reported on the disorganized, financially strapped, fractured county Democratic Party.  Sylvia Garza-Perez left the the local party in absolute shambles, with unpaid bills, fewer than half of the precincts having chairs and a continental divide between the Hernandez and Hinojosa camps.  We hear things have improved under new County Chair Amber Medina, but the group still meets in a building rented originally by Cindy Hinojosa.   Below, we take a quick look at the Cameron County Republican Party, also likely to experience a leadership shift in coming weeks and months:

On May 14, 2014 at 12:36 PM, Frank Morris resigned as Chairman of the Cameron County Republican Party, a position the 80 year old held for three decades.(We submit his actual resignation letter just below this article.) Frank did not stop there, also resigning from the State Republican Executive Committee and from being a delegate to the Texas Republican Convention held in Fort Worth last week.  We understand he also informed state officials that he would not even be attending the state convention, delegate or not.  An email below from Cassiel Daniel, State Organization Director to David Zapata, Hispanic Engagement Director, verifies that:

I've spent the last several days talking to local party members, trying to ascertain WHY Frank Morris resigned and what his future is with the local party. The party seems split, albeit not evenly, between those loyal to Morris and those who want him gone.

A third group might include those not particularly happy with Morris, but desirous of party peace and presenting a united front to the community.  After all, County Judge Carlos Cascos, the only local Republican actually winning elections in Cameron County until Oscar X. Garcia, faces the Democratic machine behind Joe Rivera this coming November.

As to the reason for Morris' multiple resignations, his loyal supporters within the local party point to a challenge to his credentials as a delegate to the state convention.  His resignation is portrayed as an "honorable" deference to the due process of a hearing at the state level regarding the challenge to his credentials.  

Those not pleased with Morris leadership describe a different scenario, claiming that Morris had been advised of a loophole within Republican Party rules, whereby someone not a delegate or county chairman would find challenges to their credentials NOT considered at the state level.  The thinking was that Morris could sidestep the state level hearing, but then be voted back in the next term as county chairperson.

Despite the Morris resignations and the fact that he was not present at the convention, state leadership decided to hear the challenges.  

In addition to Morris, credential challenges were filed against local party officials Sharon Batterson and Alex Torres.  Those making the challenges were Lisa and Simon Mata, Roman Perez and Adrian Barbosa.  The Matas and Adrian Barbosa, although selected as delegates, were not able to attend the state convention for health and employment reasons respectively. Roman Perez, not selected as a delegate, did travel to Fort Worth for the hearing and testified.

Morgan Graham testified on behalf of Morris and the other officials. Tad Hasse made himself available to answer questions concerning his written testimony, which despite several minutes of leafing through binders, could not be located. 

In general terms, the credential challenges involved alleged violations of Republican Rule 14C requiring open meetings at all levels of the party.  The complainants alleged observing party members excluded from the Rules and Nominations meetings at the county level.  

The defense was that the meetings had not officially started, but were in "workshop" mode while officials organized things.  

The state credentials committee ruled in favor of those having their credentials challenged.  

While one faction of the local party feels "exhonorated," the other feels state leaders can clearly see that "all is not right in Cameron County."  The challenge for Frank Morris or whoever takes his place will be to build consensus.  A party that loses nearly every local election cannot afford to lose a faction of their party, however vocal about adherence to party rules.

The dirty little secret Roman Perez is a brilliant man who knows state rules and procedures, Frank Morris was banking on our ignorance or not fully understanding protocol, probably didn't take into account Mr. Perez uncanny knowledge. Frank represents what's wrong, the past, a true Establishment relic. We the People are tired of the games, the lies, the suppression that's happening on both sides of the aisle. The difference common sense people on the right are cleaning house. The common sense people on the left are still asleep at the wheel and they better wake up real soon cause totalitarians are squashing as we speak the little FREEDOM WE ALL HAVE.
      It is possible to fight the "establishment"and win ( look what just happen the REPUBLICAN MAJORITY LEADER IN WASHINGTON LOST TO A COMMON SENSE GUY, A HISTORIC COSMIC CHANGE). Now the Republican Party has a fantastic opportunity IF AND ONLY IF they listen to WE THE PEOPLE.

    3. It is no secret that Roman is an intelligent guy. Unfortunately, he applies it in ways that are not constructive, and has a tendency to have meltdowns and fits of petulance when he does not get his way. That being said, I hope that this is a wake up call for him to prioritize supporting our candidates instead of sowing the seeds of discord for personal gain. I have said many times that this constant distraction (the personal conflicts he has with certain party members) undermines our ability to focus on what matters most: supporting our candidates and championing their campaigns.

  4. Considering Mr. Morris had 85% of the vote and was cleared of all charges, he needs to stay and stick it out until a younger more viable candidate for county chair steps forward.

The ironic thing about all this posturing and "politics", which includes both major parties, is that neither party represents the interests of the vast super majority of the Valley's humble population. The only party that ever did, La Raza Unida, is long gone. The spoils are left to the oligarchs and their stooges.

    1. I will gladly put my name to this: the state heard testimony and looked over the evidence and determined that no rules were broken. I spoke with members of the committee that ruled on this matter, and they found that there were inconsistencies in the testimony offered by one of the main complaintants, and that his story was adapted several times as the questioning commenced.

  7. The Cameron County Republican Party needs an Hispanic Chair....and a credible Hispanic Chair that can show how strong the Republican Party really is in Cameron County. Most Republicans remain "in the closet" here because of the Dumbocratic power to boycott businesses of anyone not like them. There are a lot of Republicans "in the closet" that we need to "come out".....to establish a real two or multi-party political system and to challenge the Dumbokrats".

  8. There is a strong indicator that speaks for itself about the Republican Party and that is "growth". The Republican Party has not grown in the past 30 years. The party will not grow, until it understands and comes to terms that hispanics are part of the demographics and the new face in the political arena. Back in 2000-2002, the Republican Party introduced resolutions to deny citizenship to newborns from illegal immigrants, when this platform is against the constitution.That's when I left the Republican Party and it still has not changed.The Border Wall symbolizes the party's position against Hispanics. Tear down the WALL!

This is based on my experience and thinking, but of course, according to you, I am not entitled to an opinion. The border was initiated and implemented by Republicans. The politics behind the border wall that has evolved to present is a result of the driving force behind it. Both parties are now afraid to stand up for what is right and admit the Wall has not worked, will not work and the cost is insane. The money invested to build and maintain the Wall could be used to empower people with better education and jobs, to build better communities. Morons!   13. You prove my point! You refer to the indictments pushed a a corrupt police chief, which I was acquitted of, but that makes no difference to you. Then you refer to the DUI, which I was not found guilty and a reckless charge was made, which was appropriate since I was texting at the time I hit the curb when I left the house.
    Now, you want to blame me for the congressional record and everything else, when I clearly recall Cascos doing the two step, wanting to appear he was against the Wall by supporting a Levee Wall position, which is his given right and nothing wrong with him taking a position that he believes in. So, why do you make it an issue? Now, I can tell you about Cascos and his way of doing things, that shows he is more ego driven to the point he will put residents at risk, as he did during a hurricane threat when he purposely seized BISD buses Brownsville, but had no drivers. Cascos did this because the media was paying more attention to Brownsville's proposed evacuation plans than to the county's. He seized the BISD buses knowing that Brownsville had already requested them and had implemented the plan to use our urban transit bus drivers and pay others to drive the buses if needed to evacuate citizens. I also recall when Cascos wanted to put up the County's Emergency Command Center in Edingburg, which I called him to discuss and met with him at the city's conference room. We told him this was a bad idea and that we would be willing to share our command center with the county, which he rejected and opted to open the command center at the Dancy Building with all the glass windows. Because Cascos put citizens at risk by seizing ALL OF THE BISD BUSSES, I formally filed a complaint with the State due to his poor judgement and potential loss of risk of life driven by his ego. The complaint was in writing and in the record. The next hurricane threat, Cascos did not interfere with Brownsville and focused on the county, as he should. Now, you call me a D_____, but obviously you are a cult follower who likes bashing those who do what is right to hide your incompetence and those you support. You sound just like Chris Valadez and Rosendo Escareno.

Or, should we say the double standard comes into play. The jury saw through the politics and our former Police Chief Carlos Garcia, who pushed for the indictment, got egg in his face. Although, he did the damage and you purport it with your personal attacks because you are a coward. At least I tried to make Brownsville a better community and did not buy buildings from friends at fraudulent prices or have family hired by the city like others I know. We will see who laughs last..

  49. whoever takes over as chairman of the local republican party before the novermber general election needs to unite the party again. mr. morris did a good job in the beginning as county chair. we all have different opinions as to local and global issues at present. Brownsville being the poorest city because of the Border and now w/ Obama not putting his practices and deceiving the American people at the present, and not closing the border now we have a crisis. Republicans are not for the rich, we or shall I say I try to make ends meet. We believe in the pledge of allegiance, lower taxes, marriage between a man and a woman, prolife, just to name a few of what we believe. . I grew up in republican household in the early 1960's when my mom was county co chairwoman for Cameron county. she got out of politics in the early 1970's . I remember hearing about Mr. Morris as he was a precinct chair at the time. Before Mr. Morris, we had the following county chairs: Deceased at this time Rusty William Faulk who served as county chair of republican party in 1994, in 1996 we had Anne Shepherd and in 1998 lawyer Rick Hoffman. At this time , I would not criticize the Local Republican Party at all. Somebody will emerge for this spot for County Chair and will take unity and effort to get word out. Joe Rivera has no business being the next county judge he is just going to raise taxes to the ceiling and put his people in office . I pray that this summer can be peaceful and not too hot .

I tell Tad the party will never change locally under Frank Morris who has always sought to maintain control and has killed any efforts to allow the party to grow. It is the caste system in the party, based on Frank Morris. Back when I was in the Republican Party, which I no longer am and have not been since 2004-I brought in Chris Valadez, Eddie Padron, Enrique Escobedo, and many others, but the party under Frank rejected the creation of the Republican National HIspanic Assembly that we created and did everything to undermine it. The result being, the party is only for the select few allowed based on what they perceive to be republican. Oscar Garcia is a good example, when I ran for county judge, Frank Morris and his bunch went out of their way to get me an opponent-Oscar Garcia and made him an instant Republican. Looking back it is laughable, because Oscar was anointed Republican and all the precinct chairs with the County Chairman aligned themselves to beat me, but they really undermined themselves. The laughable part is that Oscar stated in his press release as the anointed one based on his friendship to Tony Garza and boldly said, "I have never voted in my life, because I have been busy with school and family". Imagine, never bothered to vote, because he was too busy, but he was good enough to anoint as a Republican. Now, the other laughable part is that he was anointed again, appointed to District Judge and signed up as a democrat, but when he saw who he had to compete against, quickly abandoned his principals and switched parties out of convenience. Now, this anointed republican, anti-corruption crusader, without principals is Mr. Republican wanting our vote. I would not trust his ethics, integrity, nor principals, as he has proven those ideals are only to be used out of convenience when it suits him. His anti-corruption campaign does not wash and voting democrat is my objection to what the GOP stands for and that is the caste system within the party. Minorities are welcomed, but mostly to meet their quota and to brainwash against the minorities.
