Blogger Sniping Aside, It's Time for Sheriff Omar Lucio to Retire

Mean Mister Brownsville, Sheriff Omar Lucio
It was only after Ronald Reagan's term of office that reports of his Alzheimer moments surfaced.

"Damn, the man's brain waves and short term memory were short-circuiting while sleeping inches from a red button that could trigger nuclear war!" we thought.

None of the whispers about Cameron County Sheriff Omar Lucio have mentioned dementia, just a sleepy turnover of authority to the Reyna brothers or others, sometimes using grants or forfeitures to supplement their pay.

Mental slippage I've not seen from the sheriff.  Unlike other public officials, Lucio answers questions.   Recently I asked him how an establishment selling alcoholic beverages could operate seemingly closer to a school or church then called for in city code.

"Well, Jim, the inspector doesn't always measure 'as the crow flies,' but may measure down a sidewalk, along a street, then, down another sidewalk to get the necessary footage," was Lucio's reply.

Yes, Lucio was lucid.
Juan Montoya of El Rrun Rrun
Then came reports of exam cheating within the department. Bobby Wightman of the BROWNSVILLE VOICE reported "as many as 25" cheaters, while this blog mentioned "5 had been suspended for cheating" in a brief April 7 report that also mentioned two Mexican nationals hired.  Two days later, Juan Montoya of El Rrun Rrun, reflecting a certain pettiness and insecurity unrelated to actual journalism, mentioned "breathless tantalizing going on in other would-be investigative blogs promising their readers the skinny leaves much to be desired," then proceeded to give what he represented as the definitive story.  Whatever.

My source was accurate when he told me April 8 that "5 officers have been suspended for cheating" but it's "being kept hush, hush."

The source also said:  "I'm sure questions were raised when ex police commander or chief of nuevo laredo mexico, and current mexico liason Alvaro Guerra was promoted to Lt. He was either given the test or just simply illegally appointed..."

About the commander:  "On the Mexico side. He illegally crossed to the us after shooting and killing a major drug lord over there..."

And later:  "On his TCLEOSE record it shows not a U.S.citizen."

What is TCLEOSE?  Every record any police has ever had along with licensing.

"focus on recently promoted captain Carlos Garza, and recently promoted Lt. Alvaro Guerra. ..those two guys im sure didn't pass(on their own)."

Whatever the final tally of cheaters or whether or not a cell phone was used to copy the exam, it happened on octogenarian Lucio's watch. It is time to move on Sheriff.

  1. A 25-year-old Edinburg man accused of killing another man at the home of his estranged wife, then taking the woman and her four children hostage, has been indicted on charges of murder and violating a protective order. A state district court grand jury indicted Larry Antonio Mendiola this week. His arraignment is pending in District Court. Police arrested Mendiola on March 22 in connection with the shooting death of Anthony Valadez, 30. The shooting occurred at the home of Mendiola's estranged wife, Nicole Mendiola, in East Edinburg. Larry and Nicole Mendiola were married in 2008 but are now are separated, police documents stated. Nicole Mendiola had obtained a temporary protective order against Mendiola after he allegedly broke into her home and assaulted her in February. Larry Mendiola allegedly violated that protective order when he went to Nicole's home during the early morning of March 22. Court documents filed in the murder case state Bowler was at the home and was trying to hold the back door closed to keep Larry from entering the house. Nicole Mendiola told police that she was reaching for her cellphone when she turned to look at Valadez, who collapsed in her arms while bleeding, documents state.
According to documents, she then saw Larry Mendiola "enter the residence holding either an M4 or M16 (rifle) across his body."

  4. Carlos Garza, whatever his mistakes, is an awesome person and police officer. Anyone who has worked with him or for him can attest to this.

  5. Multiple reports say there is a rise in clown-related crimes sweeping parts of the Upper Valley with disturbing reports of people being harassed and chased by the painted perps. Once incident involved a teen boy’s claim to police that a balloon wielding clown tried to snatch him, the Star reported. The alleged snatch attempt right out of the Stephen King horror film, "It," is the rubber nosed tip of 19 (count ‘em) clown-related crimes handled by police. Last November, a clown brandishing a knife reputedly swiped a bike amid other disturbing reports of a man dressed like a clown following small children to school.

  6. Whatever Carlos Garza's mistakes? the man goes after other cops all the time, if it would have been anyone else getting caught having sex on the side of the road with someone other than his wife he would have tried to get them fired. Garza cannot handle the power. Especially if he started by selling oranges from the side of the road. He had no administrative experience. Every time he goes after another officer the county has been having to pay for his civil rights violations. Now Javier Reyna, is another idiot, the county paid about 3 million dollars in 1995 for beating up a handicapped individual who was unable to step out of his vehicle on Javier's command. These guys have big egos and no discretion.

  7. Mr. Barton,

I am not here to disagree with any of the sources information. The information given is true about Alvaro Guerra concerning killing a major drug lord in Mexico. Yes he ran because they were going to kill him and his family for such a thing. Those of us who have worked with him know this to be true.

We also know that when he worked for Brownsville P.D. some unfavorable information came up during his background investigation. We also know that he was fired " officially " for rolling over a unit while on probation. But if you were to ask the Port of Brownsville Chief Carlos Garcia the real reason it would surprise you. It had to do with a call the FBI made to Carlos Garcia when he was Chief of Brownsville P.D.

As for the accusation that he is not a U.S. Citizen. That is very surprising. If your source knows this to be true then it should be reported to TCLEOSE immediately. You cannot be a Texas Peace officer if you are not a U.S. Citizen or at least a Naturalized U.S. Citizen. Your source must report it my by law if they know this to be a fact.

But in the same token, you can look up TCLEOSE on the internet and also report this fact to them. According to their website they will investigate any fraud concerning licensing issues. Mr. Barton I honestly believe you should do this if you truly believe your source. Cameron County is so corrupt it is ridiculous.

Good luck with trying to take down another corrupt official in the valley.
