BROWNSVILLE POLICE CHIEF CANDIDATE CLAIMS FALSE ACCUSATIONS OF SEXUAL ASSAULT

In this #MeToo era, charges of sexual harassment and/or sexual assault are taken seriously.  Lewd comments, unwanted touching or grabbing pussies because you're a big shit reality TV star, don't fly anymore, that is, unless you're Grabber-in-Chief.

On the flip side, a false accusation of the same, particularly with the intent of influencing police department policy, obviously can't be ignored.  That's exactly what Chief of Police candidate and acting Brownsville Police Department Chief, Commander David M. Dale, is claiming in a lengthy letter addressed to "Ladies and Gentleman," dated October 16, 2018, sent to the Brownsville Police Officers Association.

While the letter primarily makes the case for Dale to be the next permanent police chief following Orlando Rodriguez's retirement, Officer Dale claims that, after the officers were put back on a 5 day workweek, there was tremendous backlash within the department, even a trumped up claim against him of sexual assault.  

According to Dale:

"Officer(s) were determined to take back the four-ten no matter what, and that officer safety was of no concern to them, only keeping their three days off.  I was attacked with slanderous lies in an attempt to ruin my career, reputation while hurting my family as well.  The following is one example the officer(s) went to in attempt to retain the four-ten schedule.

A female came forward who claimed she had photographic evidence of and assault that I committed against a woman who I also had a child with.  She said she wouldn't release the damning evidence if the four-ten was left alone.  The Chief of Police then brought this to my attention which was then investigated.  

After that, this female confessed to scheming with officers in using such accusations as leverage in an attempt to retain the four-ten schedule.  She identified the two officers involved and suggested there were others involved.  One of identified officers wanted to use the threat of alleged photo(s) evidence to retain the four-ten schedule.  She said the officers wanted to ruin my reputation because the chief was going to retire and wanted to ruin my chances of making police chief."  

The letter continues with more revelations, but, for now, let's allow this to simmer a bit and see if there is some sort of response from other BPD officers.

  4. David has no business leading the department. I'm glad I jumped ship for greener pastures. That guy was the laziest patrolman and sergeant ever. That mother f*%*%* would hide from calls, always called in sick and always cried when he didn't get his way. God help my brothers in blue.

  7. If the officers lie about a Commander and admit to it, I can only imagine the lies written on arrest reports? People who were arrested by those officers should have the right to get their cases looked at. They lie once, they'll lie again.

  8. This Dale guy sounds like one paranoid dude. If he didnt do anything wrong then he should just let it go away. In my experience only guilty people try to justify their unethical and illegal actions. He must be a real bad leader for his own officers to go against him.

  9. If the officers lied about a Commander and admitted to it, I can only imagine they write on arrest reports? People who were arrested by those officers should have right to get their cases looked at. Identify those officers. Bunch of liars.
    The department even has a Brady Officer (look up the definition) and he sits on the union board. It means he's lied under oath. He's no good as an officer anymore. Any defense attorney who asks him if he's ever lied under oath before, he has to say yes he lied because it's on record. The defendant gets cleared, in every case. All proven facts.
    Post the entire letter and talk about how straight Cmdr. Dale is. None of those officers want him as Chief because he's straight. They want dont care what they have to do or say just to get 3 days off.

Lol...I have to agree with the previous comment...Dale is a joke..Ask anyone who has been at the Department for a while and has worked with the man and you get the same response a "poor example of a police officer and was just as bad as a police Supervisor". His rant only tells what he wants you to know but what about the female officer he made his personal secretary? Gave her a 8am-5pm work schedule weekends off, take home car and gave her powers of a police lieutenant!wtf!!! while the rest of the patrolman worked regular shift work! This female officer has a shady past of her own, being demoted from detectives back to patrol after she lost evidence in a case, then accused the ex-chief Rodriguez and her supervisor of harassment!!! Wow! Dale also doesn't talk about lieutenant Sauceda that he made his other assistant..This guy should also be in jail with his former motorcycle partner who was incarcerated for stealing from a Department store. This So called Lt Sauceda..while working in the SIU division was caught tipping off criminals then was caught sleeping with wives of known drug lords shocking..assaulting another officer while on duty..This former high school cheerleader now wants to be the top cop!This guy who is tattooed from wrist to neck should be the Chief of MS-13..Thanks a lot ex-chief Rodriguez you left a freaking disaster.I guess they should make a new spot on the wall with Ex Chief Rodriguez pic..under "Worst Chief Ever"..Good luck and so long my brothers in blue.

  20. Back as to why this letter was put out. Who benefits from this as the world turns in the police department. We know that the union doesn't benefit all officers, politics has a barrier on everything. Crooked starting from the top all the way to the bottom. When is enough, ENOUGH. When does it benefit the us the people. Who can we trust when even the law is corrupt. Vote, everyone is corrupt one way or another. Brownsville residence open your eyes and take action.

The new chief is going to rotate the commander of patrol division every 30 days to a different lieutenant until the permanent chief is in place??? How messed up is this.. be careful chief sauceda is a known SWINGER!!!! IN MORE WAYS THAN ONE

  26. Dale is joke and a sorry excuse as a commander. He has lost all respect from the men and women he leads. This is just a sad way for him to try and get the chiefs position which looks like it wasn't going to be given to him and the city would be doing the the city and department an injustice by hiring him. Poor leadership will just produce an employee who hates their job which takes it out on the citizens of Brownsville by poorly performing their job.

  30. How else do you want to be told? How can it be broken down for you? The guys don't want you and are forced to respect you only because of your rank. The old chief really fucked up when he selected you thinking that you could man up to the rank of commander. Boy you really turned the last administration into a joke when officers were fired because of your tantrums! What came out of it? Nothing cause they are getting their jobs back with full pay! All you did was hurt families. Face it, You can't force yourself on the department.

The guy is already making promises he has can't keep.more comments and opinions will continue to arise but trying to make one look better than the other isn't going to help department.   39. Lawsuits are filed based on fact. What lawsuits have been filed in the past? And if the officers accused are innocent then why don't they address it? Why isn't the union addressing it? Could it be because it's true and they have nothing to go on. They want it all to go away and continue to lie to union members. That's the joke!

  40. In my opinion, neither Dale nor Felix should be made chief. An actual nationwide search should be conducted by the new city manager so FAIRNESS IN LAW ENFORCEMENT can actually happen. I'm so fucking disgusted with all of the people commenting on this post. Do you think we don't know exactly what officers are airing dirty laundry? You think the city isn't going to realize this shit mess is being written while you are on the clock? Look at the embarrassing mess you just made of the Brownsville Police Department thinking your guy would get ahead.

    Dale has been with the police department for 26 years.

    Unlike all of the other applicants, when Dale filed paperwork seeking the position of police chief, he included five letters of recommendation written by former chief Rodriguez, downtown business owner Juan “Trey” Mendez, III, attorney John E. Chosy, Friendship of Women Executive Director Gloria Ocampo and Criminologist Alex del Carmen.

    Dale believes he is the right choice because he has helped the city save and generate money.

    “I made the ethical decision to address a pre-existing management concern in regards to the amount of money spent on hiring officers for overtime, shortage of manpower, and depletion from other divisions for patrol coverage,” Dale wrote. “The solution was that it optimized the resources of the city of $695,000 in a two year period, which effects continues to date.”

    Dale submitted a six-page resume listing numerous accomplishments, including his recent role in helping the Good Neighbor Settlement Home reach an agreement with Immigration and Customs Enforcement officials regarding immigrants federal authorities had been dropping off at the Brownsville bus station so that humanitarians can provide the immigrants with assistance.

    Education-wise, Dale is a 2015 graduate of the FBI National Academy, has several certificates with the Texas Commission of Law Enforcement and possesses 2,886 training hours. Dale is currently working on a Bachelor of Applied Arts and Science majoring in Criminal Justice Administration at Tarleton State University and anticipates graduating in fall 2019.

    City of Brownsville Spokeswoman Christina Garza said the police chief position doesn’t require a college degree, though one is preferred.
