El Presidente Municipal de Matamoros, Mayors of Brownsville, Harlingen Ink Non-Binding Agreement

Tony Martinez just doesn't get it.  He simply can't get it through his thick head that being elected to the unpaid office of mayor does not give him absolute control of the city's assets or carte blanche to make decisions without running them through the City Commission.

With not quite three years in office, Brownsville's mayor has tried without permission to give away office space at municipal government's City Plaza to Congressman Filemon Vela, made unilateral promises to Julieta Garcia to try to convince UT-RGV to stay downtown, leased office space downtown for a mayoral office, then ordered work start on another mayoral "central" office and downtown police substation.

Martinez has still never even attempted to explain why he committed $3.5 million in taxpayer monies to purchase a dozen third tier buildings downtown, many simply left idle for more than a year.  (One of those dozen properties, the Lady of Perpetual Hope Home, purchased for $195,101, recently was put to use as bicycle storage for bikes used by children during CycloBia, a bicycling photo op heaving financed with tax dollars funneled through the Brownsville Community Improvement Corporation.)

City Commissioners, tired, not only of being left out of the loop, passed an agenda item 1/21/14 aimed directly at Martinez' unapproved dipping into the $3,060,000 AEP Texas Settlement Fund, without running the purchases through the City Commission.($400,000 had already been spent.)

Now, according the Brownsville Herald, Tony Martinez has signed an agreement for industrial development with Harlingen and Matamoros, a plan developed through a non-governmental entity, United Brownsville.

Perhaps, Martinez feels that a resolution presented to and passed by the City Commission March 4, 2014 gives him the authority to act: 17. Consideration and ACTION on Resolution Number 2014-034, in support of the creation of a Bioned Coordinating Board to be made up by Equal Representation from United Brownsville, Imagina Matamoros, and the City of Harlingen in order to promote and plan the development of the Bi-Ned Zone. The development of the 22,000 acre so-called industrial corridor, including the Port of Brownsville, will undoubtedly be extremely lucrative.  Major players in the United Brownsville are eager to control that development including the placement of industries with specific power needs, manufacturing and light industry.  A study, costing nearly $500,000, was recently approved by 4A tax receiving Greater Brownsville Incentives Corporation.  


Martinez was elected May 15, 2011, after convincing a majority of voters that he "Believed in Brownsville."  His actions since demonstrate he cares little what citizens of Brownsville need or want.  He has his own agenda.

    3. Municipal President is the literal translation of Presidente Municipal, what in English is commonly translated as Mayor. It makes no sense to write it out in Spanish in the context of an otherwise English language article. It can be referenced in the notes if one wishes. The term Alcalde is not correct. It is related to Spain and dates from the 11th century during the occupation of the Moors and means judge from the Arabic, as well as the highest local official.

  5. Barton, you do not know the history of the Brownsville mayorship. Look back and see what the others did. No different than this one. They all ascend to a cloud of entitlement. You're naive.

To extend your illogical reasoning, crime would not be reported or laws enforced because criminals have always existed. Try to think this out more clearly and come back with a more reasoned, thoughtful comment.

  7. Another "bridge to nowhere". Tony Martinez doesn't have the power to make a binding agreement with a foreign country.....and Matamoros is part of another nation. Did Tony's buddy, Barack Obama, make Tony a new Ambassador of sorts. Tony has demonstrated an unbelievable ego....much like his amiga, Julieta Garcia and the two of them love to exert their autocratic leadership style and talk down to us little people.

  9. Texas State Board of Education member Ruben Cortez says he'll propose a vote to decide whether to create a statewide Mexican-American studies course at the agency's meeting next month.

    If passed, the measure would mark a major victory for Latino education activists who have pressed for a public school curriculum more reflective of their state's majority-Hispanic student body.

    "This is it -- we've been inching our way to a vote," Cortez told The Huffington Post. "Just the mere fact that we're going to have a vote is historic."

    The group Librotraficante, formed in 2012 to protest the banning of the Tucson Mexican-American studies program, started calling last year for the Texas SBOE to include a dual-credit Mexican-American studies course when the state agency took up the question of new course design.

    The idea appealed to Cortez, a Democrat from the Rio Grande Valley who says too many Mexican-Americans go through their public school educations without learning about the achievements of Hispanic heroes.

    "Texas used to be Mexico," Cortez said. "So why not? What's the harm in it? We develop it, we create it, it's aligned with the Texas Essential Knowledge and Skills, as required by law ... We're not mandating anything. We're just making it easier for school districts to offer it if they want."

    1. No, Texas used to be Spain and before that it was Comanche, etc. East Texas was part of France and that is why they wear berets in Beaumont to this day. Mexican-Americans do not exist as an identifiable entity. There are too many Mexicos to choose from, all the way from Yucatan to Baja and none have much in common. I would suggest pandilla studies as a more appropriate discipline. They do have common ground.

    Not content to just screw the "ex-tenured" faculty over, Julieta is now leaving the students with a nice, big fat tuition increase. This, along with 120 mile daily commute for some classes, and larger class sizes because of the fewer faculty, is well worth being the 27th most powerful woman on the face of the earth. Tony needs to pay better attention to his mentor. He is losing ground. By the way, the Mayorette of Matamoros is in the PAN party and, as such, has zero political influence is a diehard PRI state like Tamaulipas and the national Presidency.

    That should be Bi-Med Zone, not Bi-Ned Zone.
