Why District Attorney Luis Saenz Initiated the 8-Liner Crackdown~Blame It On the Bishop!

Former two-time Mayor, Patricio Ahumada, saw it as the proverbial "sure thing," operating an 8-liner at the former Waffle House location along the Interstate 77 access road at Price Rd.

The 68 year old politico knew better than to jump into a "gray area" business enterprise without the so-called due diligence, checking first with local law enforcement, as in his consultation with former Brownsville Police Chief Carlos Garcia about enforcement regarding such operations.

So, it did come as somewhat of a surprise when Goldmine 777, Ahumada's operation at 854 N. Expressway 77/83 was raided by law enforcement officials on May 3, 2013. Ahumada, like other 8-liners offered "winners" certificates for necessities at H.E.B. and other local businesses.  If cash was illegally offered, it was certainly done, as it is told, without the owner's knowledge or permission.

District Attorney Luis Saenz, in a 2013 Year-End Report inserted into Sunday's Brownsville Herald, has made crystal clear his desire to abolish 8-liner operations in Cameron County.  Until now, we may have misinterpreted Saenz' motivation for closing down these edge-of-the-law gaming operations.

Juan Montoya, publisher of the El Rrun Rrun blog, assuming the role of a de facto Public Information Officer for the Cameron County District Attorney's Office, revealed today what motivated District Attorney Luis Saenz to go after Cameron County 8-liner operations:

"Saenz said that Operation Bishop was named after new Brownsville Catholic Diocese Bishop Daniel E. Flores since the clergyman complained about the establishments because he felt that they were diminishing the amount of money made in local parish bingo halls and church collection plates."


Montoya continues on his blog, quoting District Attorney Saenz:

"It got to me second hand that the bishop had visited our county judge (Carlos Cascos) and had implored on him to do something because his collections had fallen down on Sundays and that's understandable," he laughed. "So when it came around to pick a name for the operation, we said, well, why not Operation Bishop? It was a catchy name and it just stuck. I am very proud of that...we started in April and within a matter of four or five months we had shut down the vast majority of them. I'm very proud to say that we were able to do in a matter of months what other administrations hadn't been able to do in years."

So, the bitter reality is that Saenz motivation was not based primarily on legality, morality or even the monies lost by the poor and elderly who frequent 8-liner establishments.  He was responding to a request made by an official of the hugely affluent, but still money hungry Catholic Church.  He even named the operation after the official title of the papal officer making the request, Bishop Daniel Flores.  Yes, Operation Bishop! Flores and Saenz were concerned about loss of revenue by the Catholic Church!

Interestingly, Time Magazine names Pope Francis "Person of the Year," perhaps rightfully, and, in the same year, District Attorney Luis Saenz names a law enforcement operation "Operation Bishop," in honor of Brownsville Bishop Daniel Flores.

  2. Bishop Flores approached this matter from an unfortunate point of view. I'm certain that he does not consider the Catholic Church's loss of revenue as the primary negative here.

  4. Hmmmmm...., I have a question! Who is the biggest crook here? Pat Ahumada or the Catholic Bishop, Daniel E. Flores who cried foul when his collection plate got smaller and smaller...., huh?! According to Bishop Flores, this sounds like Pat was cutting into the padre's gig alright! So really, who's the real culprit here? I'm just asking?

However, as it may be, you are so right, but with these rightwing Neanderthals here, these no name COWARDS do tend to like dishing out their insults and put downs which don't bother me in the least bit, but it does not surprises me that when I throw their same own excrement in return, "they" wind up crying on someone's shoulder to do "something about that boy!"   7. The Catholic Church is a business. That is why they have their own bank, which, by the way, if you want to read up you will find is of dubious works at best, if not outright illegal, including the Italian mafia as partners. When I was a student at St. Joseph "Academy", students were "incentivized" to sell lottery tickets to raffle off a new car each year. We were given days off as a reward for the most tickets sold. Great message, the more money you bring in, the stupider you will be. Do they still do the same scam? Or, is tuition so high they no longer have to use a subterfuge to operate?

  9. To the 1st post, why are you happy? We live in a free society; it happens to be a society of people who like to play maquinitas. All of these mature ladies are just driving to Falfurrias and spending there money there. If you talk to the people from Falfurrias, business owners, gas stations, restaurants etc they are happy with the increased revenue. It's a victimless misdemeanor crime until the state says otherwise. Saenz hasn't done any crime fighting what so ever other than close these places down. The fact he is proud shows how little he knows about economics. The absoulute ONLY reason Hidalgo county residents had to step foot in Cameron County was the arcades, now that too is gone. All of those establishments had to buy food, drink, prizes etc. I'll be impressed if he finds Amit Livingston or busts up some big dope ring. Take the cape off Saenz until you actually arrest a real criminal.

Falfurrias is also collecting over $1,000,000.00 in stamp fees for the maquinitas. As usual the idiots from Browns and CC are too stupid and ignorant to do some math. I'd like to see how the Bishop collected his data. Hey Bishop, how about 800lost Att&t jobs and over 1,200 lost convergis jobs. This is the problem. A bishop goes to the county judge and DA and somehow is a part time economics professor. People read a book and educate yourselves. Idiots

  11. Sweepstakes is not an eightliner operation. Two police chiefs said sweepstakes was legal and did not pursue closing any of them for over 10 years. Two House Bills in the state were introduced to make sweepstakes illegal and did not make it out of committee, while Florida's Bills passed and outlawed electronic sweepstakes. Sweepstakes pays Franchise Taxes, payroll and all permits, while eithliners are clandestine and do not follow business code principals. Sweepstakes is a guaranteed system of entertainment that the system will pay, while eightliners are game of chance make this system a gaming system. Technology has evolved to allow the legal use of sweepstakes in electronic form with no consideration needed to play, while eightliners consideration must be given in order to play. I am not going into all the details, but the raid on my establishement was political and vindictiveness. How is it, that for over 10 years the DA's office and PD allowed sweepstakes to operate and looked at it as legal or were they on the take and allowed sweeptakes to be above the law? Now they say it is illegal, after huge sums were invested and owners and operators relied on the DA's Office, PD's, State Comptroller's and City to operate in a transparent and open opertion. Politics and perception can be very misleading, especially if people cannot or will not distinguish what is fact from fiction. Facts are what they are, fiction is applying eight liner code to sweepstakes when technology has evolved that still allows sweepstakes in the Ft. Worth and Houston areas, but not in Cameron County. Empoyment opportunities are created, sales taxes are paid, payroll taxes are paid, and property taxes are paid. The Bishop can complain all he wants, but that in itself does not make it illegal. A sweepstakes store like mine took $200,000 to set up and make it after two years in business, now the patrons go to clandestine eightliner operations to play and a bus comes from Eagle Pass to pick up patrons here in Brownsville to take them to play in Eagle Pass, while our economy loses jobs.

  12. Anonymous, I guess according to you, I am not entitled to express myself or defend myself. You obviously prefer to be governed by the United Brownsville gurus who are smarter than you and take taxpayers money in the millions, which makes you happy. You also prefer a mayor who buys worthless real estate for the university and pays millions of dollars, even though the city has no use for these properties, but this makes you happy. I can tell you are very smart and that we must all defer to the honest pillars of our community who will take your money and pat themselves in the back, because they managed to get you to be in their cheering squad. The utility rates I kept down for you and are now up. The property tax rate that I kept down for you and is now up, plus the extravagant spending I opposed, but now is acceptable is what makes you happy. You also prefer a form of government that is only for a certain few, because my constant involvement to improve things and be the taxpayers voice and protect is not something that you approved of and how dare I say anything to the contrary. After all, Pat was a shrimper, uneducated self taught person who was an emancipated minor who had to stand on his own at an early age and managed to become mayor against all odds, should learn to allow the smart people you laude to govern. Yeah, Brownsville is better off with your type of people in charge. Why worry about the taxpayers and fiduciary responsibilities, let the Carlos Marin's and Tony Martinez tell you what is good for us all. Thank you for enlightening me.   13. Unfortunately, the Catholic Church is the biggest scam there is. It is the biggest "franchise" in the world. Why doesn't it do great things - like build a homeless shelter, create and sustain a soup kitchen, develop and sustain a health system or health district for the many people that cannot afford healthcare, somewhere to live or simply eat a good meal. I have NEVER seen the Catholic Church do anything - but - live off the people through their donations (tax free). Meanwhile, the priests abuse kids and they spend millions settiling lawsuits. The Bishop should focus on that - rather - than play politics and act like a move star. An "actor" he is dressed up as a person of God. God will eventually take care of these folks in their final judgement. The Pope has done well, but he's also a marketing guru - at least he seems and comes across like he cares. Remember, these Catholic religious leaders are used to living for FREE and getting everything for FREE from the people that work hard. They play to their insecurities. Shame on the Catholic Church.
