Two City of Brownsville Boards Receive $8 Million in Tax Dollars During Fiscal 2013

From the editor:  Mr. Tom Malone, a supervisor in the Tax Allocation Section of the Texas Comptroller's Office has responded to our request concerning 4A and 4B tax money dispersal for the City of Brownsville.  As you know the Greater Brownsville Incentives Corporation and the Brownsville Community Improvement Corporation each get 1/4 cent of tax revenue generated in the City of Brownsville.  The amount they split during fiscal 2013(10/12 to 9/13) was $8,352,466.47, each entity receiving $4,176,233.24.

The BCIC, chaired by Dr. Rose Gowen, received $4,176,233,24 to spend on "quality of life" issues, like bike trails, management of the sports park, etc.

The GBIC, whose prime mover is Brownsville Economic Development Director, Jason Hilts received $4,176,233.24 during fiscal 2013 to be used to attract new business to the city.

  1. As a result of the expenditures, the citizens are no healthier and still very poor. When will these entities be required to justify their expenditures. Rose Gowen uses her profession as a medical practicioner to justify her "public policy" actions. We have a population of over 170,000 and we still see more citizens at local pubs than on bike trails. We still see more bikes in front of pawn shops than we do on the bike trails. Are there any facts that justify Dr. Gowen's policies and expenditures? Are there any statistics about job creation and business growth for the city, based on their expenditures. Maybe we should look at both of these agencies more closely and require some "real facts" to justify those tax dollars....and find out how much of that money goes to administrative overhead. If these activities are organized like United Way, the administrative costs (overhead) are a significant part of their expenditures. The city is not transparent in its policy making and continues to treat the public like mushrooms...."keep us in the dark and feed us manure".

  2. This "Quaility of Life" monies are just a front for massive squandering of free funds that our beloved New City Grants Department comes up with. As the "Poorest City in America" we should be out concentrating on seeking companies that create jobs for our community, not searching for how many freebie entitlement handouts we can get from our government. You can keep your free Zumba Dances, Free Fishing Rods & Reels, Free Cyclobia and Better Block Events and get us some real jobs. BCIC & GBIC should be ashamed of themselves. Millions squandered and only a questionable amount of jobs created! Ask them to show you some accountability. They will probably answer that job creation is not their business only spending the money is!

  3. 4 million and we still do not have sidewalks on Boca chica Blvd. going to Central Blvd.. Wonder how many trips/seminars the Board went to using this money?

  4. Well part of "quality of life" is having good streets and improving drainage before planting a garden in the middle of dilapidated downtown Brownsville. Hey,fat cow Gowen, why don't use that money to pay off the $400,000 promissory note of the Brownsville Museum of Fine Arts so they can once again hire a full-time staff. What? You rather spend it on the Sports Park and then tell people what they can eat?! Gowen, you have no class. You think like a insufferable lowlife. When and if people in this town begin to vote in pertinent numbers then we will be able to kick you ample ass out of office so you can use all your free time for gardening and eating..Au Revoir.

    No sidewalk to and from the bike trail, only a ditch.

  8. You mean to tell me a Gowen who FAILED in her private doctors practice while so many of her colleagues manage to build "mag-daddy" clinics IS IN CHARGE OF MILLIONS OF OUR TAX DOLLARS???????? Por eso estamos tan jodidos.
