Should A Justice of the Peace Be A Lawyer? "No!" Says Houston JP

Certainly you heard the story.  Yolanda Begum was handing out push cards in the Villa Del Sol Senior Living High Rise on E. St. Charles Street when Erin H. Garcia walked in with her team, stepping in front of Ms. Begum and shouting:  "Don't vote for her.  She's not a lawyer!"  One Hernandez supporter shouted out to the whole room:  "Don't vote for Begum.  She's not a lawyer.  She can't give you legal advice."

Ignoring the boorish, ill-mannered behavior for a minute displayed by Norma, Erin and their followers, what about the question:  Should a Justice of the Peace be a lawyer?  Does it help?

Recently, a longtime Houston Justice of the Peace commented on the matter:  "Actually, being a lawyer does NOT help you to be a good justice of the peace.  This common court is not about lawyering, but about common sense and life experience.  Law school doesn't qualify you as a JP.  In fact, every elected justice of the peace, lawyer or non-lawyer has to immediately receive 80 hours of training, then 20 hours annually about the role.  It's a different set of skills."

The JP went on to say that most justices of the peace are not lawyers and that's for a reason.  "Being a lawyer actually is a hindrance.  It creates a conflict of interest.  Let's say a woman comes into your court as a victim of domestic abuse.  You might say privately, as a lawyer, 'I can help you.'  But as a JP we're not allowed to give legal advice.  We offer rulings, settle disputes, but we don't give legal advice.  Maybe fatherly or motherly advice, from our life experience, but not legal advice.  About the only place being a lawyer might help would be in evicting people from their homes, but those rules are not difficult to learn"

Perhaps, this is why in Cameron County:

Justice of the Peace, Precinct 1, Bennie Ochoa, is NOT a lawyer.

Justice of the Peace, Precinct 2-1, Linda Salazar, is NOT a lawyer.

Justice of the Peace, Precinct 2-2, Kip V. Johnson Hodge, is a lawyer.

Justice of the Peace, Precinct 3-1, Julian Sanchez, is NOT a lawyer.

Justice of the Peace, Precinct 3-2, David Garza, is NOT a lawyer.

Justice of the Peace, Precinct 4, Manuel Flores, Jr. is NOT a lawyer.

Justice of the Peace, Precinct 5-1, Sally Gonzalez, is NOT a lawyer.

Justice of the Peace, Precinct 6, Juan Mendoza, is NOT a lawyer.

Justice of the Peace, Precinct 7-1, Adam Gonzalez is NOT a lawyer.

Erin Hernandez Garcia would have you believe that MOST of those serving as Justice of the Peace in Cameron County are not qualified to serve because they are not lawyers.  Actually, the opposite is true.  The above folks have life experience, compassion and empathy; the very traits Erin lacks.

Yolanda Begum, on the other hand is respected in the community because of her kindness, compassion and understanding.  Many in Cameron Park and throughout Brownsville remember her patience and understanding in working with truant students, teaching them art and life skills.  Those are the traits and life skills necessary to be an effective Justice of the Peace.

  2. Hey, Jim, you need to verify your data. Kip Van Hodge is a lawyer....maybe others on the list are also. Erin is a lawyer, but most of all she is Ernie Hernandez daughter and that family is prone to corruption and serving themselves. She probably can't make it financially as a lawyer...too much work....and seeks to grab on to the public tit....like her dad.

    1. Since when does a person did to be "pretty" to be in that position! We do not live in Hollywood!! WT HELL! Read up on the BEGUM FAMILY! Mr. Begum, Sr. was a great business man..he worked for his money..he did not "steal" and "cheat" from the public and our taxpayers! Now, look at the HERNANDEZ FAMILY TREE! Corruption and too many favor for his family members for positions w/in the city and county...NEPOTISM...Plz look at the history..u might just be surprised in what u find out..google the info. and u just might change ur mind and comment..I respect ur comment, however, I feel u are wrong in saying she is "unattractive"..Many other judges are fat, lazy and gonna be indicted for wrong doing...it's bad enough our judicial system is corrupted..our ppl in Cameron County DO NOT NEED ANY MORE CORRUPTION!!

No wonder the Hernandezes are so adamant about winning at all cost, she is probably drooling with anticipation about all the cases she is going to send to herself, like her father with the wreckers, the vending machines the printing company and all the jobs to their clan of convicted felons. One more source of illegal income for these people! Shameless!!

  11. I disagree with this Houston Justice of the Peace, who you accidentally left off their name and occupational background.

    Correct me if I am wrong, Jim, but aren't judges required to attend classes regardless of their legal experience? And aren't those judges also lawyers? So the argument that JPs have to attend classes regardless of their educational background is a best a flimsy argument for this alleged Houston JP. I'll concede to you there is a significant portion of the electorate that is tired of lawyers holding office. Those ambulance chasers wear it like it's the mark of greatness and plaster it on freeway billboards in and around town. But it still is not sufficient of me to argue against lawyers when you have a poorly educated individual running for office compared to an idividual that at least went to law school as is happening in this election.

    It's an interesting election. The voters must decide if they prefer formal education versus life education. To be blunt to the Begum campaign, will stop it with the she had cancer? It's morbid. You might as well run a ghost campaign with her picture and that of her late husband. And we all know how successful a campaign like that is in the history of Cameron County politics.

    Whatever happens after the Runoff, please ask the newly elected Democratic chairwoman if she will support the Democrat or her Republican brother-in-law running for the same position?

Yes Erin, most intelligent people in Brownsville are worried about you getting elected, it would be disastrous for our community to have another corrupt Hernandez in office, and the one showing a desperate pathetic behavior is you and your clan. You bring your law degree as your big asset, and a degree per se does not mean anything, it is what you do with it, and so far you have not done anything but brake the law

Today Yolanda Begum and 8 people with the blue logo t shirts came knocking at my door, they were all very pleasant, asking for the vote, right after they left, came 2 ladies with Erin Hernandez t shirts and asked me to give them what the Begum campaign had left and very for efully told me that Yolanda was not a lawyer and that she could not be a justice of the peace because she was not qualified, they went to every house that Yolanda visited. I know Yolanda for Gloria Moreno, and I think this is a very nice and humble person, and I would like to tell her to be careful, this 2 women were following her and trying to collect the literature she left.

If you have been approached by eriin or her people soon after a visit from Yolanda Begum or her campaign workers, please contact the campaign as well. We are collecting affidavits to file a complaint with the Texas ethics commission and potentially file a restraining order.

    1. Not really a cat fight. The Hernandezes have in other elections attempted to harass, berate and intimidate the candidates running against them and their supporters. Glad the Begum's are stepping up to stop it. This is why it is hard to find good people to run for the office in the Valley, how we get stuck with more Abel Limas and Ernie Hernandez crap in office.

  20. all i know is that the hernandez family is always bashing yolanda, all you hear is negative things comming out of their mouths.. last night i was at the vermillion resturant and i over heard erin talk very bad about yolanda, and i wanted to say something to her that she should not talk about someone behind their backs, but i just stayed quiet and it was so sad seeing our commissioner dist. 2 jessica . should not be hanging out with the clan brownsville cheezmeh it makes her look bad...
