What Sir Isaac was saying directly relates to the current battle for City Commissioner, District 3. The initial action was the decision of Melissa Zamora to not seek re-election. The opposite or equal reaction was for autocratic Mayor Tony Martinez to seek to fill that void with someone giving inertia to his agenda.
Tony's first choice was to replace Melissa Zamora was close friend Sandra Langley, mentioned in this news report from April 5, 2011:

The afternoon will include a free yoga and zumba class, between which Tony Martinez will say a few words on how he plans to get Brownsville back on track.
“I appreciate this great group of women reaching out to our community to support me and healthy activities in Brownsville,” said Tony Martinez. “This will be a great event to hear from me for just a few minutes and enjoy the park for the afternoon.”
The first 30 participants to register for yoga will receive a fee yoga mat and the first 30 participants for zumba receive a free zumba bracelet.
Sandra Langley was an obvious choice for Tony to insert into an already pliant City Commission. She was a personal friend, but also an operative in the phony United Brownsville as well as the Greater Brownsville Incentive Corporation. Sandra thought about it for a minute, but then declined, throwing us a curve Isaac Newton never mentioned.

Tony next turned to local jeweler's daughter Debbie Portillo. Many may remember Portillo's Jewelers, sandwiched downtown among the ropa de segundas. Perhaps, you or one of your friends bought a class ring there.
Debbie was initially all for the commissioner run until local bloggers identified her as a Tony Martinez plant. While her Facebook pictures were closed to the general public, her MySpace pics, chronicling Debbie at party after party in various stages of inebriation, quickly surfaced.
As a result of this new found attention, Ms. Portillo backed out of the District 3 race. So Isaac, was this a reaction to the initial action, but then non-action? We're so confused.
We would not have to wait long for a reaction to the initial action. Portillo was "persuaded" to re-enter the race, this time with at first a $25,000, then $30,000 war chest, pretty heady for a young person who had never even voted in a city election. Likely, Sir Isaac Newton never saw such monies in his entire scientific life, but here was young, pool-playing, partying Debbie, sitting on such a nest egg for just saying "yes" to nice Mr. Martinez.
If elected, Debbie will be expected to say "yes" to Mr. Martinez frequently, her role on a bought and paid for City Commission. Sir Isaac Newton explained all of this a long time ago.
