  3. On one of my trips to our sister city Tampico, Tamaulipas I submitted an expense report of $500 for hotel and food, which I got blasted for doing and ended paying out of my pocket. If the city is paying for this trip, it is amazing how the double standard works in Brownsville, Texas USA. Amazing!

  7. That is not the way it works. The mayor and city commissioners have a travel budget at their discretion, which is not wrong. Each member must decide and prioritiez his travel, but most do not travel as it takes time away from family and business, but some do when it is of importance to what they believe is in the interest of the city and I encourage this. But, some also travel for the fun with no benefit to the city, it is a good way to get a free lunch and vacation to NY, Washington, Colombia, Alaska, etc, which I have known board members to do, with no real interest for the city or benefit. I was shocked when Ralp Cowen told me he traveld to Alaska on the Port dime, but that is my opinion and don't really think it was for the port's benefit. My travels were mostly funded by me, but some were funded by the city. I traveled to meet with the HUD interim Secretary when we had issues at the Housing Authority, traveled to Mexico on the Weir project, and other trips that I felt benefitted the city. On one of my travels with Charlie Cabler to Tampico, our sister city, I paid for expenses and ended up in the hospital paralyzed due to being over worked, stressed and just tired. I was a very engaged mayor who was non stop and 24/7, which caught up with me and Charlie had to bring me back by land with an IV connected to my arm. I ended up in the hospital here and was ordered to rest and slow down, which did not happen till I was voted out? LOL! And, the best thing for me at the time, because it was too much. Remember, I did not have the luxury of city insurance like Eddie Trevino and that bunch, nor did I have the luxury of a paid staff by the city to help me run the mayor's office, which i paid out of my pocket for an assistant. Like I said, Brownsville has a double standard. I even recall the big fuss because I converted a small office, which was more like a closet to it being the Mayor's Office to recieve constituents and dignataries. Such a fuss when it did not cost the city one penny to let me have the space. Now, this administration buys buildings for office space, pays for staff, probably for entertainment, and no telling what else. All of which I guess could be good if the elected leader is engaged, but if not, it is just a waste of taxpayers money. Why have an offices if the commissioners and mayor do not use them or are never there? My closet space was good enough for me.. Just my opinion..

  9. In response to those who are hateful because I express my opinion, make comments or provide insight to the topic at hand is as follows. I love my city, i spent a lot of my own resources and went beyond the time required to serve. You may disagree and have the right to hate me if you wish, but I am still entitled to express my opinions or participate in the discussion on topics relating to our city. The only whiner is those who obviously do not want me to participate in our city's welfare or express an opinion and you do nothing other than cast stones, complain and whine, just because you are threaten by what I have to say. I left this city in good financial health. I left this city with important and critical projects for the benefit of our city on a silver plate, including the push for passenger train service, which is not being followed through and I am still active on this effort as a citizen, as I am active in the welfare agenda of our pets, which this administration has abandoned. The euthanasia count dropped drastically while I was mayor and now it has risen drastically. I made the weir project an international and binational project, which up until I got involved no one had been able to do. The weir project was like the Port Bridge with no partner, but through my efforts this project is now a registered binational project that no one at the city is continue to push to make it a reality and will provide additional water for the next 50 years. This dissappointing and even to my critics, this is worth millions to our economic growth. I did this for free, while Horacio Barrera and Associates wanted to charge PUB $2.0 million to do, which I opposed and rightfully so, because they provided no guarantees and they were nowhere to be found before I got on this project. Once I got the weir project moving, then these leeches were out to benefit and their price tag was not cheap. So, you can criticize me and have all the right to your opinion, but I did more than you ever will and that gets you. I was able to do this and so much more, because I was engaged at no cost to you. Maybe I embarrased you, but I made you millions and saved you millions, including the Obama Stimullus money I got which we were not going to get. All the sewer infrastructure replacement was the result of my effort that obtained $57 million that we were not going to get. So the only idiot, is in my opinion those who are eager to throw stones when it did not cost them anything. You can call me a thief, you can say whatever you want and I recognize that I am not perfect, but I atleast did something, while all you do is whine. You support and deserve the do nothing kinda leaders that love the title, the so call power they think they have and do not even know how to use it for the benefit of our city, but are good at using it for themselves. Just look at the $2.3 million purchase of a building that is worth $634,000, which pales in comparison to all your attacks of me as a drunk and as a thief. You Anonymous are a joke and people see you as such. You are probably another Chris Valadez who lurks in the background, gets caught stealing and then throws stones at me. Or, you are another Eddie Trevino who gave you Imagine Brownsville with Carlos Marin at an initial cost of $850,000 as a for profit organization till I exposed them for being for profit and you are happy to have those kind of leaders. Or, leaders that are pandering themselves as to what is in it for me, is what you love to brown nose. I atleast had the courage to call a spade a spade. I stood up and protected our city when people that you support, because obvously do by criticizing me who worked hard for you and prefer the type that rape our city at every chance they get. Now, whine some more and throw more stons if you like, but you are a nobody, gutless, and when you look at yourself in the mirror know the truth about yourself as such.

Pat was the greatest mayor in the history of modern day Brownsville. He overworked himself on behalf of the city, didnt have perks, well except for demanding he have the chief of police escort him around. The trip to Mexico City to promote the weir...well, i'm sure it was the mexican's fault for not doing the weir. Pat almost single handedly got us the weir. The countless of lions, tigers & bears oh my, he saved throughout the northern hemisphere. I think he got a raw deal on that deposited check. It's not his fault he doesn't pay attention to what he deposits. It's not his fault he got pulled over for nothing.   21. Annonymous who claims $500 is way too much for a hotel in Mexico displays his ignorance. First, it is not just the hotel and it was not just one day, but you would begrudge me if it were $20. You will go along to pay $850,000 to a for profit organization for a survey known as Imagine Brownsville or $2.3 million for a building that is worth $634,000. You also would go along spending hundreds of thousands of dollars to purchase buildings that need costly renovations and maintenance that we have no use for and we are not in the real estate business. The reason you criticize and are petty about what I did and apply a double standard, is because you are part of the elite who does not know how to govern, but how to spend. Who gives nothing, without getting something in return. There is always an angle for themselves or for a friend, as we clearly see by the actions and lack of action taken to protect our city from irresponsible spending and governing for only a certain few. You have no morals, no conscience and you support and justify what is wrong with special interest. You even cover it up, but easily blast others who actually do something. The difference between me and them, is that I worked at being mayor and actually was engaged. Whether you liked my intitiatives or not, I atlease tried to address the issues and needs of our city. Recently, I was told how one of your elite pillars of this community who hated me for proposing the $3 PUB fee that would be distributed equally to help Public Safety, the Arts, Zoo, and the Animal Shelter. There hate and raising a fuss, was as if the $3 was going to me. They were so busy finding fault, instead seeing the benefit to build a better city they say they support and love. They critic my efforts to make it better, whine about it, but offer no alternative. Had we passed the $3 fee, by now you would have had a Zoo in much better condition, Fire and Police better equipped, the arts with healthier budgets, and a "no kill" shelter. People like you prefer to be indifferent and not address our needs, because there is nothing in it for you. Yeap, as Abbey says, you are a catfish bloggin protecting and supporting the elite who pretend to support our city, but are constantly draining our city of its resources and giving everything away.

The elite has always had an advantage in the elections, because they have a stake in controlling government and they have an advantage at the ballot. In spite of this, I was elected twice, which to me means the grassroots will at times overpower the special interests. So, there is hope. Unfortunately, sometimes the grassroots is manipulated to the advantage of special interests by an issue that overlooks the true dynamics of what is driving an election. This is how some with fancy slogans and money can buy an election to the detriment of those who say they want good government, but end up with mediocrity or worse when special interest only governs for themselves, as we now see. Hopefully, someone with the tenacity will stand up and awaken the grassroots to go to the polls to restore government and make the city the agenda. That is my opinion..

Jim, I am fairly new to Brownsville and got here just as our the current "Da Mayor " was elected, and in judging by what I have read and seen so far Mr. Auhmada was probably better at taking an interest and engaging with the city. Not that the $16,000 check which he paid back is right but just look at how many ways Martinez is ripping the taxpayers off......by 100s of thousands more. At least Ahumada is right on about the present state of conditions versus when he was mayor.

  27. Anonymous, thank you for your comments, but please allow me to clarify one thing, because a perception that was created by some was used to mislead people into believing I was not a good mayor. I took my public service very serious. I did my very best to provide the good government citizens say they wanted. To my detriment, I made some mistakes. I also allowed others to create the perception that led to the blogs like Brownsville Cheezme and others to promote me as a thief and a drunk, but they never could come up with anything I did to hurt our city. I never benefitted from my service, in fact it cost me enormous amount resources to serve. Friend’s, nor family benefitted from my service with jobs or inside deals, no family is on a Board. My adversaries cannot even attack me for not standing up to protect our city's best interest when needed, as I did on many occasions to my peril politically and financially. All my adversaries had, which made them feel important and gave them relevance, was to blast me for a human mistake that many people make along the way when banking. Stop and think, if I was going to steal, would I deposit a check into my own account? Ludicrous! They had nothing, but they made this incident into something to destroy me politically. Some people prefer to believe the worst and conveniently forget all the good one does. In this instance, the former Police Chief Carlos Garcia took two incidents very personal, because I stood up for citizens who were being wronged by the police. One of these incidents included a dog, which forced him personally to back down and return the dog. The dog in question was rightfully mine, which I had placed in foster care, after it had been hit by a car and abandoned by the owners to die. While I moved on from this matter, obviously Chief Carlos Garcia did not. He used my check deposit mistake for revenge. I was in a hurry to catch a flight on city business and grabbed a check off my kitchen table. I took the check to deposit without noticing that I was not the payee, as I had lost my glasses and the small print did not help. I gave the check to the teller to fill out the deposit slip for me. According to the teller's testimony, he noticed I was not the payee, but admittedly failed to inform me and processed the deposit by personally filling out the deposit slip. He also failed to get a supervisor to approve the large check with the wrong payee. Although, the teller had an obligation to reject the deposit and to inform me of the mistake, he did not do so. I was totally unaware of this mistake until my bank officer called me three weeks later, at which time, instructed him to immediately return the money, which he did. You would think, an honest mistake was corrected and it would be the end of it, but not for the former police chief. He used this incident to take revenge. Although, the Finance Director told me this could be handled internally, I asked for an investigation, otherwise it would appear I had something to hide and I did not. This is when evil men in power use their authority to take revenge.

  28. To continue, as I understand, the former police chief took this matter to the FBI, who refused to proceed with the complaint aginst me for a mistake the teller made. There was no theft or missing money and this happens in banking more often than anyone realizes. I understand the police intimidated the city Finance Director and the Airport Director who was taking me to the airport on the day of the deposit to push for my indictment, with the help of a now known corrupt District Attorney, Armando Villalobos. Then the Special Prosecutor Luis Saenz proceeded with the police to have me tried with the threat of 30 years imprisonment. They lost sight of searching for the truth and justice. They proceeded to humiliate me and promote my guilt. The police chief even went on TV interviews and held a trial in the public arena indicating my guilt. His job is to protect my rights and search for the truth, which obviously was not his mission. The first plea deal offered, was for me to resign from office, and not run for office for five years. My literal response was FY! Not very Christian or classy, but I was not about to let them define who I was. They wanted me to admit guilt to save my skin and walk like Ernie recently did, but I refused. I told my attorney, that I would rather die in prison an innocent man, than all these cowards to define my legacy of service as a thief and for my children and grandchildren. I fought them and it cost me dearly, financially and politically, but justice prevailed and I won. Many refuse to accept this and still promote me as a thief, but they know it was political, but it serves there purpose. In the end, they succeeded to destroy me politically, which is what they sought to do. I worked very hard for my city, made and saved the city millions. I was always engaged and prepared on topic locally, state, federal, and on international matters affecting our city. I was the only one who stood up against the Border Wall, while the Troiani and the pushed to allow the government to take our lands. I stood up to Imagine Brownsville, to Atkinson and Longoria whose agenda in my opinion was not the city. I promoted good relations and fought hard to make the weir project a binational project. I fought for lower utility rates when citizens were being gouged and introduced and got lower late PUB penalty rates to help our poor. I did my job! I am now responding to my adversaries and haters who continue to harp and promote the political agenda to destroy my legacy for my family, because while I am still alive I will get in their face and call them out for what they really are, which is self-serving individuals who enrich themselves at the city’s expense as we have seen with the ungodly purchase of a building that is not worth $2.3 million and they get away with it, because we have a double standard. Don’t get me wrong, there are many good people who serve without expecting anything in return that I support, but when it is obvious that our city is being compromised we cannot be indifferent.

  29. On the DWI charge, the former Police Chief Carlos Garcia went all out to make sure I was humiliated and it went as follows. I went to dinner with a friend and stayed at her house. I got up at approximately 4:00 a.m. to go catch a flight to Washington on city business. While on my way to pick up my luggage to catch the 5:30 a.m. flight, she texted me to let her know when I got to the airport. I responded and hit a curb, which was the probable cause to pull me over. Some say I was being followed, as I had been followed before, which was witnessed by the Herald Reporter, Jose Borjon. There was also a known $5,000 reward to have me followed to get me arrested, as was also attested to and the police chief was made aware of. This is part of the court and police record. To make a long story short, I am arrested on my way to get my luggage. I post bond, but the police chief refuses to release me, but was forced to do so. Some say, he wanted to parade me for the media the next morning. This former police chief went against protocol and advice from his public information officer, Manrique who refused to release the arrest video, but was forced to do so. Although, this had not been done to others before, this police chief wanted to humiliate me and pursue his revenge. Then the chief sent police officers to the bars in Brownsville to show my photo to track where I had been, but got nothing, other than the place I had dinner and two drinks the night before as attested by the owner. This resulted on the plea for reckless driving. I think anyone with any sense of fairness can see this as an effort to destroy me politically by the former police chief who failed to get me convicted with the bogus check theft charge he was pushing. Anyone with some sense of fairness realizes I could have stayed at my friend’s house, missed the flight and made the city incur an additional expense of buying me another ticket for later in the day. My sense of duty and commitment to catch the flight for the city to join an important meeting in Washington was rewarded with the arrest and humiliation and the bloggers could not see the agenda behind those who wanted me out of the way. As mayor, I stepped on a lot of toes, but I did my job. Perhaps, my son is right in that I should have just stayed in bed and not cared as to the city’s additional expense being incurred.

You know what is even more sickening, is that the entire city commission went along with the mayor when he ramroded the purchase of the Nylon Building for $2.3 million, when it is not worth but $635,000 and the way I understand it, no one negotiated or even attempted to get a second opinion. The city purchased many buidlings to build the multimodal transportation facility and never it its' wildest dreams did it occur to pay the price that was paid for the Nylon Building to other property owners. I am sure they must feel sick about this deal that was ramrodded thru the commission. Stop and think, the Nylon Building has 37,000 sf, in need of a lot of maintenance and repairs, on a half city block of land and no parking. Compare this to the Chenito Building that has 50,000 sf of leasable space, built on a city block of land, with plenty of parking and sold for $650,000 sf. Or, compare the Greyhound Station with a city block of land that was purchased by Mike Belville for $450,000 and I can go on, but it is obvious this was beyond irresponsible and not protecting the city. I would not want these people running a Fortune 500 Company, because it would go broke in a NY minute. Let me make it clear, we cannot blame the owner of the property. The owner is going to ask and get all he can. The worst part Anonymous, aka Elite blogger, is that the city has no use for the building. My understanding also is that the city paid a commission to the mayor's partner for brokering or being part of the deal to purchase the property. What a conflict! And, they accused me of being a thief. Went all out to ruin my political career. Used the check incident during the campaign to discredit me. What a joke! And the joke is on the citizens. This is in response to Annonymous blasting me as a bad mayor, thief, and everything else he keeps whining about. This is another Imagine Brownsville deal for friends to benefit from public service. What a sham!

Call me a Rat all you want, but the city was never out any money, while the extravagant purchase has cost the city millions, when you count the purchase price of $2.3 millon, plus the remodeling and maintenance, plus removing this property from the Tax Rolls which was valued by the appraisal district at 685,000, which is a far cry from $2.3 million.

  41. The dumbass Pat Ahumada when he was Mayor would say that there was no violence across the border. That there was no spill over violence. That Mexico was safe to travel.
