The Long and the Short of Why the GBIC Continues to Fund V.I.D.A. Despite Obvious Questions

Milling around before the GBIC Board Meeting 4/17/14, I passed Zeke Silva. "Have you seen anyone from V.I.D.A.?" I asked.  "I'm trying to get them to document their grandiose claims.  I sent two emails to the director, but, then, she resigned.  The group claims they took 43 Brownsville residents off welfare, placing them into jobs with an average salary of $35,000 per year.  I just don't believe it and they refuse to provide any documentation of their claims!"  

"Well, you could sign up for Public Comment," Zeke suggested.

As I spoke extemporaneously to the GBIC, I saw that same glassy-eyed look I recall from my encounter four decades ago with members of the Unification Church, followers of the Korean Reverend Sun Myung Moon, "Moonies" as we referred to them back then.  They sold flowers for their leader, asking passersby if they "knew the Lord," then paired off to be married in mass ceremonies officiated by Moon,  When a citizen tells a board, that, despite repeated efforts to reach out to a non-profit for verification of their claims, the director ignores their questions, then quits, someone on that board, responsible for dispersal of millions of dollars of 4A tax dollars annually, should at least raise an eyebrow, unless, of course, they've already consumed a large quantity of Kool-Aid or suffer from acute cognitive dissonance.  


While the Harlingen Economic Development Corporation has already cut off funds for V.I.D.A. and its mimic sister entity RGV Leads, our BEDC and GBIC boards are a step slow, laggard in questioning, protecting taxpayer assets, dishing out $302,000 to V.I.D.A. this year alone.  


What does Brownsville get in terms of economic development for that money?  No one can explain that. We have only the V.I.D.A. claim, often repeated, but never verified:  "We took 43 people off welfare and placed them in jobs with an average salary of $35,000 per year."

I wrote down carefully what a V.I.D.A. rep told the GBIC last year about the 43 moved into good jobs:  "To get into the program, all had to have at least a GED. All are now 'on track' for an Associate Degree."

What that means is that all 43 are still "in school," likely at TSC or a technical school, while gainfully employed at a job "paying $35,000 per year."  If you believe that bull shit, I have swamp land, bridges and time-shares to show you.

There is more.  A careful reading of the V.I.D.A. website shows the methodology behind the wild claims of successfully moving welfare recipients with GED's into good jobs.  A counselor interacts with the prospect for "one hour per month." Each week, the trainee meets in group session with other unemployed, welfare recipients to discuss their respective experiences, sort of like Alcoholics Anonymous.

None of this makes sense.  To borrow from Judge Judy:  "If it doesn't make sense, it isn't true."  One thing we do know is that Carlos Marin, the CEO of Ambiotec Engineering, who has his behind-the-scenes finger in every Brownsville deal involving money, is on the Board of Directors of V.I.D.A.  

Really, that's all we needed to say.

Jim, I have said this before and I will say it again, what really needs to happen here is for someone to open up an investigation into all of these individuals and organizations that are stealing millions from the taxpayers. Only by taking them to court and demanding the truth and maybe sending some to jail will we ever get anywhere.But until an attorney that steps up to represent the people files a claim non of them will pay attention. You, Montoya and Bobby can ask for all the legal documents you want but if no legal representative bothers to step up to the plate, the pilfering will continue. Where are all the attorneys in this city that read these reports with documented facts. It proves my point that most of them want no part of exposing these public officials because they are all somewhat linked to them on a daily basis. Shame on all these spineless attorneys of our community that are on the take, run for offices, but do not want to get involved in protecting us. Where is our district attorney on this? Why do we never hear a word from the legal community on this? How long can this continue?

Ted Cruz's often-repeated promise to repeal every word of Obamacare has become emblematic of the strategy. And in the first months of this year, it appeared it might be successful. The botched rollout of the healthcare.gov website contributed to a swoon in public support for the law. According to Gallup, the percentage of Americans approving of the law dropped from 48 percent in December, 2012 to 38 percent in January. During the same time, the percentage of those disapproving of the law rose from 45 percent to 54 percent. But that appears to have been the high-water mark for Republican hopes that the Affordable Care Act would be their winning ticket. Since January, support for the law has been slowly, but steadily, recovering. In a poll conducted by Gallup last week, it found that 43 percent now approve of the law.

  6. Democratic Party candidate David Alameel is visiting McAllen today as part of his campaign across Texas for the U.S. Senate.

    His spokesman Sergio Cantu said that Alameel met in the morning with McAllen-area veterans. He has other meetings scheduled throughout the day with different supporters.

    A fundraiser for the candidate is set to begin at 6 p.m. today at the Camino Real Hotel (Uptown Room).

    Alameel, a military veteran, received a dental degree from the University of Texas, according to his campaign website, and after moving to Dallas founded a network of dental clinics which he sold later. He became an investor and expert in financial markets.

    Alameel will face Kesha Rogers in the May 27 Democratic Party primary runoff election.

    Whoever wins will challenge incumbent U.S. Sen. John Cornyn, a Republican, in the November general election.

  7. People complain when people don't get involved then Zeke Silva takes time to get involved and people complain. So which is it...is it because we only want people that agree with everybody and do nothing to be involved? Zeke being there or not being there has nothing to do with VIDA or GBIC.

    Why don't you ask Jessica Tetrau for the answers? She is on the board of GBIC and she is entitled to review every document before being voted and more importantly any money given to VIDA or any other company/organization.

  9. Cameron County's unemployment rate dropped to a five-year low in March, but remained well above Texas and national rates, show new data from the Federal Reserve Bank of Dallas. Brownsville's unemployment rate was 7.6 percent in March, the Dallas Fed reported late last week. The last time the local rate was that low was in January 2009. The lowest previous rate this year was 7.9 percent in January. The Texas rate was 5.5 percent in March, and the national rate was 6.7 percent. The local rate was 8.1 percent in February, and 9 percent in March 2013. An estimated 23,800 local residents were unemployed and seeking work in March, the Texas Workforce Commission reported.

  13. Zeke, the only one who comes off as "butt hurt" in all this, is you! Only a loser with nothing better to do would still be crying about Jessica's election 3 1/2 years later. I think even Charlie Atkinson is over it by now, and he's the one who was removed from his seat.
    It's funny that you're still using the "ABC: Anybody But Charlie" excuse when clearly "Z" wasn't good enough, perhaps we should rename that theory: "ABC except Z".
    Jessica has done a great job as City Commissioner.
    Do yourself a favor and stop being so spiteful. I understand that losing your place to a young woman must make you feel less of a man, but don't blame her for that!

  15. By the comments it looks like Jessica T. is feeling the heat as well as being slapped in the face with REALITY. The truth hurts don't it Jessica? You should have never ever turned on the groups that endorsed you and the people that helped you get voted into the city.. No one has ever disappointed the citizens of Brownsville like you Jessica. What have you done? You couldn't even pay your employees minimum wage for crying out loud. Zeke Silva employees average $15.00 an hour. That is an average... Jessica you can't even pay your employees $7.25 an hour and no one goes to 40 hours. You are a sorry excuse for a commissioner. The only way Brownsville will move forward is with you out and someone with a brain in.

    1. I know of 4 people that are running against Jessica. She is to much of a liability for the city. People want her out bad with all her trouble with the law and news media she's done in the public eye.
