A Non-Political Analysis of the Two Candidates for Cameron County Clerk~Arnold Flores, Jr. and Sylvia Garza-Perez

Arnold Flores, Jr. and Sylvia Garza-Perez will face each other in a runoff for Cameron County Clerk.  Below, we attempt to analyze the comparative skill set for each candidate for this particular job.

If, as they say, the best predictor of future performance is past performance, longtime political operative Sylvia Garza-Perez would not, if elected, be a very good Cameron County Clerk.  

Elected to a four year term as Cameron County Democratic Chair, Sylvia Garza-Perez tired of the job after a little over a year in office, stating she wanted to run for County Judge(Weeks later after a visit with Joe Rivera, she changed her mind, deciding to run for County Clerk instead).  She attempted to install Carlos Masso as Democratic Chair in her place, but did not follow party rules.

Finally, after new officers were installed legally, the new party treasurer, William Skaggs, announced to the local party: 
"People, we are broke. We have $3,200 in the bank and I don't know what bills have been paid. With 100 years of operating in this county, I was given only 6 bank statements. I have a phone bill for the Democratic Party and a utility bill for Rudy Perez. I will not pay any bill not directed to the Democratic Party."

At this point, former Chair Sylvia Garza-Perez, who arrived about 20 minutes late, said if the bills did not get paid "the phone and lights will be disconnected. We've been paying these bills out of our own pocket. P.U.B. would not allow the bill to be to the Democratic Party. It had to be in someone's name."

Not only were the Democratic Party's financials and record-keeping left in a complete mess by Sylvia, but fewer than half of the precincts actually had a precinct chair.  Also, a number of the precinct chairs did not live in their precincts, a clear violation of party rules.  It was later learned that Mrs. Garza-Perez had simply picked friends to fill those positions.

Here is a description of the County Clerk's responsibilities from the Cameron County website:

The County Clerk is the trusted guardian of all instruments of Public Record and therefore it is our duty to maintain records with integrity and facilitate public access. . . . . . . . .

All records that are to be available for public record must be filed in this office. Types would include Deeds, Deeds of Trust, Plats, Liens, Notices, Livestock Marks and Brands, Easements, Cemetery Deeds, Power of Attorney, Oil and Gas Leases, Releases , assumed name certificates and many other documents.

The instruments are filed and recorded in a safe and permanent matter, and are processed on the optical imager and indexed so records may be rapidly and efficiently retrieved.

Imagine the chaos if deeds, liens, Powers of Attorney, Oil and Gas Leases, Easements, etc. are mishandled. Consider also the managerial skill necessary to manage a department with 55 employees.

Arnold Flores, Jr., 33, has been in some form of management since graduating from UTB. Currently, Flores serves as Administrative Services Director for Cameron County. 

Flores, an expert in information technology, has helped Cameron County's Human Resources Department get up to speed technically, converting paper files to microfilm and disc. He foresees the same transformation for records under supervision by the County Clerk, but also wants those records accessible online.

"Counties across the state have put their records online.  We need to do the same.  We cannot simply be a department only accessible till 5:00 PM.  Cameron County citizens deserve what other counties enjoy, the ability to access records, pay fees online.  We also need better use of already existing satellite offices by sharing the space with other offices," stated Flores.

Cameron County's runoff election will be held May 27.

SYLVIA PEREZ was secretly telling all the elders that they were no longer needed. Onceshe was found out Pena yyelled out loud arrest that woman. SYLVIA PEREZ like the cowardly snake she is fled from the court room like the criminal that she is. If we can get the Hernandez family out we can take HERMINIA BECERRA's niece SYLVIA PEREZ worthless ass out too.......GO VOTE CAMERON! LET'S CONTINUE RELAYING THE MESSAGE THAT WE ARE TIRED OF THESE CRIMINALS RUNNING OUR COUNTY OFFICES...

  3. Sylvia has never held an actual job. The Democratic Chair position was non-paying, while the county clerk job pays 90 grand a year.

    1. A woman left five dogs in her car for more than five hours while she was at a bar in San Benito, according to police. The dogs, described by police as "small," didn't have food or water. Someone saw the woman park her car in the 2400 block of North Artesian Avenue and walk away about 4:30 p.m. That person called police about 10:30 p.m., and police had the fire department help force the car door open. The dogs were taken to the Harlingen Animal Care and Control and police arrested the woman when they found her on Fullerton Avenue. Inez Perez, 51, was charged under the "owner's duties" section of the state Humane Care for Animals Act. She is due in court on May 1 and lives on West North Avenue, police said. Perez told police she takes her dogs everywhere and that it wasn't too hot, according to a police report. An officer at the scene disagreed. Perez also told police that she loves dogs.

    First of all, according to Google Blogger, most of my "readership" comes from this country. But, yet, I sort of agree with you. My position is sort of like "it's not slander if it's true" and I did state facts, which no one has disputed, so far.

    Still, you have a point.

  5. A man who was shot to death in January while watching TV in his La Feria home knew his killer, police contend in documents released Friday. It was his daughter's ex-boyfriend, authorities said. Michael Anthony Sorgachon, 23, was arrested late Thursday and charged with murder in the death of Mario Moreno, 55. On Friday, Sorgachon remained in Cameron County Jail under $250,000 bail. Police are asking for the public's help in finding a second person, Hilario Beltran, in connection with the slaying. Moreno, a bricklayer, died Jan. 3 after he was shot in the abdomen and chest at his home in the 4600 block of Howard Street. The slaying was the culmination of a string of attacks that began a day earlier when his daughter, Inez Moreno, was assaulted by three women in the fast-food restaurant where she worked as a cashier, according to police.

    1. I actually think ur right. An incompetent will likely win the $90,000 County Clerk job, setting back things for a decade. Hopefully, Sylvia will let knowledgeable subordinates run the department and just cash her check. Heaven help Brownsville and Cameron County as we continue to elect opportunistic inferiors.

  12. This one should be a no-brainer for the Cameron County voters! Based on past history, Sylvia is a wannabe and would be a political lapdog 100 percent for the power elite. I believe Arnold will at least try to stand up to them!

  13. Attacking Sylvia? How about simply stating the facts. Come on Erin and Rudy, tell me what part of what Jim wrote about Sylvia is untrue? Sylvia, your FREINDS will be your demise. One by one they are going down, for you it's just a matter of time. First Margarita Ozuna, then Raul, now Ernie and Erin, and Abel Gomez and Joey Garza are next.
