Jerry Mchale Breaks Story of Dissatisfaction with Texas Southmost College President Lily Tercero

Jerry Mchale, while doing his victory lap at BISD plus coaching duties, still finds time to publish the Brownsville Blues blog,  an amalgamation of breaking stories, autobiography and erotica.

Mchale, despite multitasking, keeps his ears to the ground as evidenced by his recent report on the dissatisfaction by the TSC Board with President Lily Tercero.  


Tercero, hired eagerly because she was not Juliet Garcia, has shown a penchant for micromanagement, insisting that TSC  professors and administrators be married to their jobs, much as she is to hers.

As someone associated with TSC revealed:  "I agree. whenever there are problems, we work hard to try and stay united or keep them in house. However, we have had a lot of personnel resign or leave for other jobs. The overwhelming sentiment is that Dr. Tercero is a control freak and slave driver who expects them to work around the clock and doesn't always allow them the independence they need to do their job. Its a concern that has been addressed with her, but that hasn't helped."

Sensing an opportunity, a group of operatives associated with Sylvia Atkinson, are backing Juan Jose De Leon for TSC Trustee, Place 3, to run against Ed Rivera, recently selected to fill out the term of Dr. Robert Lozano.  Atkinson, after stints at Los Fresnos, Sorocco, N.M. and currently, BISD, has an established management style leaving districts and institutions in organizational and financial disarray.

Our TSC contact does not feel Atkinson has much of a chance to replace Tercero:

"Regardless, I was told that Bertha Pena, a Dean of Instruction (or similar title) at BISD convinced this candidate (De Leon) to run against Ed Rivera. Apparently Pena was miffed that she got some poor treatment from TSC VP for Instruction Marti Flores regarding dual enrollment issues and wanted to ensure that BISD had a voice on the TSC board. That's the story anyway. But I've also heard that Atkinson would want the TSC presidency. Even though she isnt qualified IMHO. . . . if there ever is a vacancy, there would be national search and probably a consulting firm hired to handle it. I couldn't imagine Atkinson making the cut for interviews, much less getting the gig."

  1. TSC, someone wrote a few months back, is nothing more than alternative high school. It was a bad idea to separate from UT-B. Becoming clear now. Just saying.

  2. In an organization that is reinventing itself, you are going to find managers trying to direct the goals and vision of the board. You have to understand even some of the board members are still in their infancy in thinking like board of directors and being responsible to their stakeholders (the students). As it is, they are in a fight for their survival; the monies are still tied up by UTB and UT Systems until the deadline date. Decisions were made based on data they had, and data there was information withheld from them. So, the best has been done thus far.

    Once UTB is no more, TSC will take over the classes, first two years of educating the students of Brownsville and surrounding areas. This will open options for administration to make the needed future plans with associating with other universities. You have to remember the new RGV University planners have stated there will be transportation options for students. Two years at TSC, the rest at RGVU no need for a satellite in Brownsville. Students drive back and forth from Mexico waiting almost an hour at times. So, what is an hour’s plus drive to Edinburg?

    Lily Tercero is a micro manager, big deal. Did she go and clean the toilets correctly?
    There are some mid-level to top positions where the individual is doing two jobs. The reason, there is not enough money yet to hire the right size staff. What I can tell is the duel enrollment area and assorted others. Poor guy will probably get canned; I overheard this person talking to his dinner mate while I was at a restaurant.

    As far as Atkinson goes, you have to understand liberal art majors do not understand business and are not trained to read budgets. Most of them have never run a profitable organization. Lily at least understands budgets and understands the theories of financial structure and interpreting the business tea leaves. In this current time frame, the information out there is tea leaves, metadata and best guesses. I have sent Dr. Tecero my resume, I think she can use someone like me. Another thing, the alternative high school concept is not so bad, BISD should not be graduating seventy five percent of the dumb-shits anyway.

  3. The shelf-life of an outside administrator in Brownsville is about one nanosecond longer than that of a fruit fly. Just be sure to get a Houston attorney and it will be worth your while.

  4. I hate going out to lunch, I always run into these politico idiots, a bunch of empty suits and stuffed bras. Yes! I am talking about the BISD group. One of them was at the well known place with the chicken sandwich and lemonade today.

  6. We know that Adela Garza and Sylvia Aktinson are best budz and we can expect that Adela is working hare to promote Sylvia to replace Dr. Tercero. Too bad. This move would be a bad move for Adela and for TSC education. Sylvia is not qualified and she isn't prepared for a TSC position. It is time to reign in Adela and her "friends".

  7. Julieta Garcia is the most consistent micromanager in town.....Lily can only be second. Perhaps some element of micromanagement is necessary to correct the damage down to TSC by Julieta in trying to form her "Harvard on the Rio Bravo". And yes, Adela and Sylvia Atkinson are close budz and should never be a part of the same organization......then we will have micromanagement and head back to the situation that TSC wanted to be free from with UTB. Sylvia has had a tough time keeping a job and lacks the credentials needed for TSC's top job. Of course she is an Atkinson, and they all think they are qualified for any and all jobs....... And have we ever wondered why outsiders don't last long in Brownsville.....because corruption is entrenched and most public officials only want to deal with their "budz" and don't trust outsiders....they might be honest. If we don't like micromanagement now, we won't like it under Sylvia any better. Don't let Adela form the board and organization....that's what got us sideways with Julieta and Alela is just as much of a power monger as Julieta is.

  8. I like and trust Dr. Tercero a great deal. Unfortunately, too many people treat her as if she, personally, unseated Juliet Garcia from her chair. Too many people treat Dr. Tercero with resentment and treat her like an outsider as if she came down here to pour vinegar into Juliet's self-inflicted wounds. The reason outsiders don't last here is that Brownsville makes it clear to outsiders that they are not welcomed and that Brownsville doesn't need outsiders to run anything....we always have someone locally that can do the job. Thus we have a broken education system, we have a disjointed city commission, UTB-TSC partnership failed.....because we have let locals do what outsiders could likely do better or have more experience. Leave Dr. Tercero alone and tell Sylvia Atkinson she is not needed at TSC....or anywhere. Tell Adela to stop trying to build her own Board of Trustees.....she is out of touch and just seeks power.

  9. ADKINSON IS A NUT JOB!!! She is nothing but trouble, out for the benefit of her siblings (good old Charlie for example), comadres (Adela) and so on and so on.... She and her side kick TAKS CHEATER Harris at BISD are revamping the curriculum on the backs of hard working teachers on company time.

  11. Patience, here. You can't fix all that was screwed up in the "community college" programs by UTB in two years. Dr. Tercero is honest, hardworking, dedicated. That seems to be the complaint about her! It just isn't done in Brownsville any more. We are used to absent, self-serving, scoundrels in these positions. We don't know what to make of a Dr. Tercero. A year from now TSC will be growing and will be on its own. UTB, on the other hand, will be gone!
