Our Visit With New Election Administrator Chris Davis

From the editor:  We approached Chris Davis about an interview back on December 13. He suggested waiting until mid-January, once he got his bearings in his new job.  We finally set it up for January 23 @ 10:00 in the Elections Office.

Chris Davis' perfect world would include a $2,000,000 grant to provide new electronic voting machines for  Cameron County AND implementation of picture I.D. voter registration.

Davis describes his first two weeks on the job as our new election administrator a definite "learning curve," and, for continuity and "to at least get through this first May election," has retained all ten of Roger Ortiz' staff including Assistant Administrator Norma Carillo.  "I didn't want an office being trained at the same time I was being brought up to speed."

As for Roger Ortiz being brought back as a consultant, that has to do with finishing some reports on  last May's elections the State of Texas continues to request.  The reports must be completed before the Elections office can receive funding for that election.  Roger Ortiz left office the first of January without that work having been performed.  Now, Ortiz has been deputized by the county to finish the work he should have done last May and is being paid $5,000 for his trouble.

Davis is not a total stranger to election arithmetic.  As a Republican poll watcher/advocate in the 2010 John Wood/Carlos Cascos race,  Davis went over the tally sheets with a fine tooth comb and noticed a section that had not been transferred to the summary sheet.  That evidence was then submitted to the Democratic side, who observed the error.  Davis says he was credited by some with "finding uncounted ballots," but that was not the case.  It was simply a clerical error uncovered.

Davis says that election judges have nearly the power of district judges, at least over their sphere of control.  He feels education to be critical.  With respect to taking a pro-active stance toward the handling of elderly voters in nursing facililities, Davis has already encountered some resistance.  He asked to tag along with county officials helping with hurricane preparedness and give a brief presentation on the Election Code and found that several facilities "pushed back" from having him give a presentation.  When asked if the Brownsville high rise for the elderly could legally do that, he indicated he would find out.

As for expediting the vote returns, Davis wants all of the ballots from the northern reaches of the county to be combined at the Harlingen Annex before being delivered to the election office by a sheriff's deputy.  The warehouse containing ballots, machines and supplies he wants moved closer to the election office.  As for now, he alone has the key to that office.

So, while Davis is aware of all of the local concerns about mail-in vote mismanagement, voter impersonation, coercion of the elderly, etc. and he received us warmly and graciously,  he knows he will be measured by how smoothly and accurately things go this May.  One thing he says he will not respond to is intimidation by party officials.  He cited some favorite line of his father to the effect that "all they can do is shave your head and send you back to Viet Nam" as an indication that outside pressure would not sway him.

  1. Once again, there is evidence that Roger Ortiz failed to meet his obligations....administrative reports to the state.....which indicates failure. It also indicates that there was no supervision of Ortiz by the County Elections Board or the County Commission. Without supervision, administrators fail; and Roger Ortiz failed. Clearly no one was supervising Roger and let him retire without completing required tasks. Perhaps he should pay for what he failed to do...or course that will never happen because there is no leadership. Ortiz failed to complete his tasks as Elections Administrator, but obviously county officials didn't bother to check. There has been talk that Carlos Cascos could be considered as Secretary of State. This failure should surely end that chatter....because if Carlos can't handly a county eletions administrator, how could he handle the entire state elections process.

  2. I'm glad to hear Mr. Davis will investigate senior assisted living facilities that appear to be denying residents voting information by our county registras office. If such residents are disabled and unable to leave on their own free will without the help of said facility, said facilities may be in violation of their residents constitutional rights under the American's With Disability Act. Owner's of such facilities could face serious Federal charges and stiff penalities. There is no logical reason to deny Mr. Davis to speak to residents in the facilities main hall. As for Roger Ortiz being allowed to leave without completing tasks stemming from last year, is certainly an glaring indicator in the lack of oversight by the board. I have to wonder, if the individuals on the board have over extended their capabilities and competence to juggle, personal lives, their jobs/businesses and duties in elected positions, thus failing in many instances to do just that...their duties. I look forward to removing politics and sticking to policy in the process thus maintaining the integrity of our nation's voting system.

  4. This young man has not shown the moral courage to do the right thing at any time in his life. Don't get your hopes up anything will change. Ask him who his bosses, mentors, and local political heroes are.

  5. The only reason Roger Ortiz is being brought back as a consultant is cuz only he knows where all those dirty little secrets of the past voter frauds that the Hernandezes committed are located. Roger this is your chance to come out clean and save your skin,cuz if you listen to Ernie and Erin,you will be set up dude and you will be the only one incriminated. Roger turn the Hernandezes in,the truth will set you free. Chris Davis why would you keep the same staff,these people are related to all the politiqueros in brownsville,hope you don't become part of the corruption,the republicans are watching you.

  6. Chris Davis is a guy with the Midas Touch in reverse. He will blow this job, as he has blown his previous gigs. The guy is bad news. Mark my words.

  7. How was Davis the most qualified to run the office? Did not the interviewing committee ask him if he had the qualifications to run the office? What exactly made him the most qualified for the job? Was previous experience in running an elections office not required in the job posting? Did the committee not want someone who had the ability to "hit the ground running"? Who else applied for this position and were deemed not qualified?

    The fact Roger was asked to come back as a consultant, tells me the committee failed in its mission to select the most qualified applicant.

Every candidate, with the exception of Davis, was informally interviewed by several concerned citizens, and a recommendation was submitted to the county judge based on their conversations with the applicants. Mr. Davis did not make himself available for an interview. The citizen's input was ignored, as the decision had already been made.
    Why did Mr. Davis refuse to be interviewed?
