Presas-Garcia Prevents Trustee Pena From Commenting on Agenda Point

.     At the 2:08 mark of the tape Minerva Pena attempts to comment.  She is stopped by Board President Presas-Garcia.  Enrique Escobedo comes to Presas-Garcia's aid.  Later in the video there is some discussion about the legality of  not following policy of an application window of 10 days.  Please note Attorney Arturo Michel's response.  He seems to initially indicate that proper policy was NOT followed by not allowing a 10 day applicant window, but only a 1 day window.  Then he seems to reverse himself by saying that since a 21 day waiting period follows the 10 day applicant window, the district is in compliance by waiting a total of 31 days.  That ruling sort of negates the purpose of having a 10 day applicant window.
      Of course, the board majority is not interested in any other candidates, no matter how well qualified.  They want this one because he suits their purpose.  He will continue to do their bidding.

  1. Good grief! Talk about narcissistic. Cata Presas Garcia said the word "I" 30+ times in less than two minutes. And she wants us to believe she's about "the children." Please!

    The clipping clearly reflects that Cata Presas-Garcia is a classic manipulator: self-centered, deceptive, full of rationalizations, and a deranged view of reality.

    Who acts as parliamentarian during the BISD board meetings? How is it that Cata Presas-Garcia was allowed to be condescending and discourteous to fellow board members by interrupting them when speaking and not allow others to have the floor when requested? Furthermore, why did other board members allow the behavior to continue?

    Cata Presas-Garcia is the epitome of a bully!

    Describing the board president as a manipulator is appropriate. By design the critical agenda item #43 was considered 4 hours into the meeting well after the camera man working with Chris Davis had folded up his tripod and gone home. Nena and I believe that was by design. An extended "Executive Session" just before the critical issues came up gave the appearance of the board trying to outwait any possible media.
    In person the board appears inept, unprofessional, incompetent. Presas-Garcia's egomania is totally transparent, treating some trustees with total disdain, not the kind of treatment grownups usually tolerate. The problem is no one can articulate a counterpoint well enough, clearly enough to get another viewpoint even considered. The attorney is just a tool. He is asked "can we do this?" His response is typically "Yes, you can do that." The board seems to avoid the obvious question for each other: "should we do this?"

  3. Yeah, he will continue to do their bidding 'till they bring Gonzalez in...that was one the main purposes...watch next they will settle the healthsmart lawsuit, then the Tony Juarez???

  5. This is extremely important...the trustee in pink was getting ready to question Cata about something I know she was, that's why she was denied her turn to speak!!!

  7. This woman really really thinks nothing is going to happen? Why has she not refuted any of the explanations Mary Rey gives on her deposition as to why was she meeting with Quintanilla for more than 2 years, and all of the movements that took place right after election?
    Some one from Dallas (not the greassy same clothes man) is got o be funneling big $$$ to keep these four people in. Definitely!!

  8. This Board majoriry is going to try and shut down Minerva, so she would not ask any questions...Now, Minerva needs to keep pushing. The public wants and needs to know what is it that the majority are trying to cover.

    1. Why is it the the same lawyer that is defending Healthsmart ( BISD v Healthsmart) is defnding Cata form the Joe Rod lawsuit? At our expense...I must add!!

    2. Why is that a board member introduces this unknown guy as an investigator in the Healthsmart case, then later on, this very same person BECOMES THE FORENSIC AUDITOR CHARGING BISD TAXPAYERS ONE QUARTER OF A MILLION DOLLARS to find "something wrong" furthermore, this guy is "instructed" to report the findings only to a few (majority) but NOT to all?? Something really stinks here! This does not smell fresh...as ...a ...daisy. Does it???

  10. Did anyone catch the statement made that the forensic auditor worked for Mrs. Presas-Garcia on another case. Is that not illegal? Presas-Garcia hires him to work for her on her personal case/problems, then she votes to award him a contract with BISD. Is that how she paid him for working for her on her personal case/problems; by awarding him a BISD contract? Is that not a red flag for FBI. Anyone?

  12. This lady did not allowed Trustee Peña to speak because she knew exactly what Peñ would be asking regarding the deposition and she did not want to answer....OMG!! It is true what Mary Rey said...It's all true!!
