They open until 1:00 PM. The City of Brownsville should do something to open early in the morning. Hire more employees, get more funding, etc What do they do in the morning from 8:00 am - 1:00 pm. Clean? Bathe the dogs and cats? Feed the animals? Paperwork? Do surgeries so that dogs and cats have no more litters?
