VI BISHOP OF THE DIOCESE OF MATAMOROS

LIFE AND WORK

First-born son of the marriage formed by Chemical Engineer Eugenio B. Lira and Mrs. Guadalupe Rugarcรญa y Bou (deceased), he was born in the City of Puebla, Mexico, on July 24, 1965. 

His only sister is called Gabriela.

He completed his primary education (1971-1978), secondary school (1978-1981) and high school (1981-1984) at the Benavente School in Puebla, run by the brothers of the Christian Schools (Lasallistas). 

In 1984 he entered the Congregation of the Oratory of San Felipe Neri of Puebla, studying Philosophy and Theology at the Pontifical Major Seminary Palafoxiano of Puebla (1984-1991), while serving as Head of the Formation House of the Oratory of Puebla (1986-1995). In the temple of said Congregation, “La Concordia”, he received the diaconate on May 27, 1990 and on February 22, 1991 he was ordained a priest by HE Mons. Rosendo Huesca Pacheco, Archbishop of Puebla.

In 1992 he participated in the II International Course for Seminary Trainers at the Regina Apostolorum Academy (Novara, Italy). In 1993, the Delegate of the Apostolic See for the Congregations of the Oratoryof Saint Philip Neri, Fr. Michel Napier CO, confirmed him as Rector of the House of Formation, also naming him Master of Novices, Responsible for the Lay Oratory and Sacristan of the Temple “La Concord".

HE Mons. Rosendo Huesca Pacheco, Archbishop of Puebla, appointed him professor at the Pontifical Palafoxiano Major Seminary of Puebla (1993-2001), of which he later also designated him Spiritual 

Father (1997-2001). In 1995 he began postgraduate studies in Philosophy, obtaining a bachelor's degree from the Popular Autonomous University of the State of Puebla (2002).

Requested and granted the exclaustration of the Congregation of the Oratory, he was incardinated to the Aquidiocese of Puebla (1998), where he served as parochial Vicar in the Parish of Our Lady of the Sacred Heart (1995-1996), in the Parish of Our Lady of the Esperanza (1996-2010), and as Rector of the Virgen del Camino Church (2010-2011). He also served as Director of the International Center of Divine Mercy (1997-2016) and as President of the Diocesan Commission for Social Communication (1999-2016). In the Ecclesiastical Province he was Coordinator of the Pastoral Communications of the Dioceses of Puebla, Tlaxcala, Huajuapan de Leรณn and Tehuacรกn (2002).

On February 24, 2011, Pope Benedict XVI appointed him Auxiliary Bishop of Puebla. On April 12, 2011 he received episcopal ordination from HE Mons. Vรญctor Sรกnchez Espinosa, Archbishop of Puebla. 

From 2011 to 2016 he served as Vicar General and Episcopal Vicar for Consecrated Life, also attending the parishes and chaplaincies of the six pastoral zones (North, East, Center, West, South, Urban).

From 2012 to 2015 he was Secretary General of the Mexican Episcopate Conference (CEM) and, ex officio, member of the Latin American Episcopal Council (CELAM). In 2016 he served as General Coordinator of Pope Francis' Apostolic Journey to Mexico. He is currently responsible for the Dimension of Creation of Dioceses and Ecclesiastical Provinces of the Conference of the Mexican Episcopate

On September 22, 2016, the Holy Father Francis appointed him Bishop of Matamoros. On November 22, 2016, Bishop Eugenio Lira begins his episcopal service in the Diocese of Matamoros, as its VI Bishop. He currently participates as the first member of the Episcopal Commission for Pastoral Communication of the Mexican Episcopate Conference (CEM).

EPISCOPAL SHIELD AND MEANING

1. According to the heraldry for bishops, in the episcopal shield of Mons. Eugenio Lira, the capelo or religious hat appears, from which hang, to the right and left, identical series of six green tassels.

2. In the center is the cross with a single cross. At the top appears the heart of Jesus, the eternal Word of the Father, from whose mercy the blue and red rays flow, as gifts from the Holy Spirit, which refer to the sacraments of Baptism, Penance and the sacrament of the Eucharist. . The golden background confesses the divinity of Jesus.

3. In the lower right part there is a symbol of Saint Mary of Guadalupe: the flower of her tunic, which represents the new civilization based on Christ, in whom the fullness of life, beauty and truth is achieved.

4. In the lower left part an angel appears that has a double meaning; On the one hand, it represents the archangel Saint Gabriel, patron of social communications, who offered the best and definitive news: the saving incarnation of the Son of God. On the other hand, it refers to the Church of Puebla, guarded by the angels of God. The red background expresses that, like Saint Mary of Guadalupe and the Holy Archangel, we must be heralds of the redemption carried out through the Blood of Christ.

THE BISHOP IN TRADITION

The word Bishop comes from the Latin “episcopo”, which translates as “watch”. The Bishop appears in Christian tradition, in the book of the Acts of the Apostles, there we read how Saint Paul left Timothy and Titus as guides of the community, so that they "watch over" the Christian life of that community.

In the 2nd century AD Saint Ignatius of Antioch, one of the Fathers of the Church, speaks about the ministry of the Bishop, as successor of the apostles and guide of the Church. Over the years, the Magisterium of the Church, in the light of the Holy Spirit, responds to the needs of the times, in the service of the triple ministry : teaching, sanctifying and ruling.

Teach . The Bishop preaches and teaches through the homily, through pastoral letters, through contact with the various sectors of the Diocese.

Sanctify .  The Bishop is the main administrator of God's ministries among the faithful.

Rule .  The Bishop must guide the faithful in charity under the figure of pastor and servant

SYMBOLS:

MITRA : represents episcopal dignity and is a sign of the virtues that must shine in this ministry.

RING : represents the Bishop's commitment to his Diocese, a symbol of Christ's spousal love for his Church.

HERALDRY : It is tradition that Bishops have their own shield. The Bishops make their shield with symbolisms that indicate their ideal of life, and refer to past events or experiences, or that allude to elements linked to their episcopal program.

SOLIDEO : from the Latin “solus”, alone, and “Deo”, to God. It is purple and symbolizes the protection of God and dedication to God alone.

BACULO : symbolizes the shepherding that he carries out among the faithful.

PECTORAL CROSS : it is the external manifestation of the consecration to Christ and his Church.

  3. Parents need to guide their children into the Church, so that we have our own priests born and raised in the Valley. Nothing bad with the Mexican priests. They are cool.
